Could you please tell me how many on-road and off-road Highways
Agency traffic officers have been RANDOMLY tested for drugs or
alcohol whilst at work, but not as a direct result of suspected
drug or alcohol use and not including pre-employment medical
screenings. Thank you.

I am very sorry to learn that you have still not received a response from our Traffic Officer management team. I have escalated the matter again with the management of this department and with out Freedom of Information Officer.
