Dear Sir or Madam,
It is stated in the national papers that the birth rate in the UK
has dramatically increased. I know that the caucasian birth rate ia
around 1.4 children and declining every year so there must be
something wrong. Can you tell me the racial makeup of these babies
that are being born ? The newspapers are saying that midwifery
cannot cope with these numbers and I would like to know the cause
for this increase in the birthrate?

Dear Mr Baxter,

Thankyou for your e-mail of 22 May requesting an internal review of our
handling of your FOI request concerning the 'Racial make up of babies born
in the last 5 years in UK'.

According to our records we have only received one request from yourself on
this topic which is also dated today, 22 May 2009.

We cannot trace an earlier request from yourself to which we have provided
a reply. If there has been an earlier request on this topic could you
please forward it to me along with our reply. I will then initiate an
internal review as you request.

If, however, you have submitted both a FOI request and request for internal
review of that request on the same day then we can only accept the initial
FOI request as this must be answered before you can submit a request for an
internal review.

To explain the procedure, when a FOI request is received by the Department,
we are legally obliged to reply to it within 20 working days. Once the
applicant has received our reply they can request an internal review if
they are unhappy with the reply. We aim to respond to requests for internal
reviews within 20 working days also but this timescale is not a statutory
requirement, only recommended practice. If the applicant is still unhappy
with the IR reply they can further complain to the Information
Commissioner. Details of how to request internal reviews and appeal to the
IC are always included in the initial reply to the FOI request.

We will be responding to your FOI request (DE416098) within the next 20
working days.
