Dear Sir or Madam,

I would like to know, by financial year (April to March) what the
costs have been for the 'Putting People First' initiative by
response to the following for each of the past two financial years:

1. The amount spent on the learning resource (ie the trainers, cost
of venues if any incurred) in total so as to not damage the
training suppliers commercial interest. This total should include
provision of refreshments for staff and their travel cost. I do not
require this figure to be broken down into component parts.

2. Total number of all staff attending these sessions.

3. Total time spent on PPF training courses (ie 1500 staff at 1/2
day each)

4. Number of workbooks purchased and unit cost of each book.

5. Time expected to complete workbook per person.

6. Amount spent on overtime payments to eligible staff to complete
either the training, the workbook or both.

7. Dates of PPF courses held in January and February 2009.

8. Feedback given on any one of the courses in January suitably
edited for personal information.

'Staff' in the context of this request means all staff both police
officers and non-police officers.

In respect of SUMO training courses -please provide the total
amount spent in 2008/09 financial year on such traininng; for
2009/10 the planned spend for SUMO.

Finally, please provide the cost of training:

a. 1 Police Constable upto end of probationary period;
b. 1 PCSO upto first day of operational duty.

If this request is likely to go over the allotted time or cost then
I will withdraw sections and resubmit as separate requests at 3
monthly intervals.

FREEDOM OF INFORMATION REQUEST REFERENCE NO: 0322/2009

In reply to your request for information under the Freedom of Information
Act 2000, dated 15/06/2009 that was received by us on 16/06/2009.

Your request was received as:
I would like to know, by financial year (April to March) what the costs
have been for the 'Putting People First' initiative by response to the

The Freedom of Information Act 2000 (The Act) requires us to handle all
requests in a manner that is blind to the identity of the requestor. Any
information released in response to a request is regarded as being
published, and therefore in the public domain without caveat.

We have completed all searches within Cambridgeshire Constabulary and
hereby enclose your response.

First' initiative (PPF). We have tried to answer your questions however
some of the information you have requested is below the level of
information that we hold. We have provided an explanation where this has
occurred.

The reason for the initiative was based on the results of a survey that
covered all 43 forces in England and Wales. This survey showed that, at the
end of financial year 2007/08, Cambridgeshire was ranked 42 out of the 43
forces for police actions. At the end of 2008/09 Cambridgeshire had risen
to 31 out of the 43 forces. Graphs showing this information are given below
after the answers to your questions. I have also included a chart that
compares financial year 2007/08 with 2008/09. These are also included
below.

The answers to your questions are:

1. This question asked for the total costs spent on the learning resource
and also mentioned that we should include staff travel costs. We are unable
to include staff travel costs because these would be claims made to the
employees Division or Directorate. The claims would have been met from a
general Travel and Subsistence budget meaning that it would be necessary
for us to scrutinise all claims made within the last two years. As your
question asks for high level costs I have assumed the non inclusion of this
data will be acceptable. Also included in the figures are the costs
associated with the workbook. The reason for this is that these costs were
built into the contract and were not a separate cost, your question 4
refers.

Total spend for 2007/08 £168,430
Total spend for 2008/09 £454,522

2. The courses were attended by police officers and police staff together
with members of the Police Authority and Specials, A total of 2719 people
attended the courses.

3. There were two types of course; one for mangers and another for staff.
Managers course:
A total of 450 managers attended a 0.25 day scene setter a 1 day workshop
and a 0.5 day wrap up session.
Staff course:
A total of 2269 staff attended a 0.25 day scene setter and a 1 day
workshop.

4. We hold no information to answer this question. This is because the cost
of the work books were included in the costs given in answer to question 1.

5. The time expected to complete the workbook was 4 hours.

6. This question asked for the amount of overtime paid to staff for
completing either the training or workbook. This information is held by
Cambridgeshire Constabulary however we are unable to extract the data from
our Finance system because it was coded to the same budget code as other
payments.

7. This question asked for the dates of PPF courses run in January and
February 2009. Courses were held as follows:
Southern Division: January 5th, 8th, 15th and 16th
Central Division: January 6th, 13th, 19th and 26th
Northern Division: January 5th, 6th, 7th, 14th, 15th, 16th, 20th and 27th
also February 3rd and 10th
Headquarters: January 7th, 8th, 9th, 12th, 13th, 14th, 21st, 22nd, 23rd,
28th and 29th also February 2nd, 4th, 9th, 10th, 16th, 17th, 23rd, 24th and
25th

8. This question asked for a copy of the feedback from any one of the
courses held in January. We have extracted the following feedback from one
of those courses:

You also requested details of the total amount spent on SUMO training in
2008/09 and planned spend for 2009/10. The figures we hold are:
2008/09: Actual spend - £14,005.20
2009/10: Planned spend - £68,000

Your final question asked for the costs of training for: a) Police
Constable up to end of probationary training and b) a PCSO up to first day
of operational duty. Our response to this question is that since 2007/08 we
are no longer required by the Home Office to produce the information.
Although we have no up to date information I can advise that the intakes
are now much bigger and the course content has changed significantly. The
last set of figures we supplied to the Home Office was for financial year
2007/08 and at that time training for a police constable was costed at
£5,849.95 and that for a PCSO was £467.49
