Freedom of Information Act 2000
I refer to your request for information dated 16 February 2010.
In accordance with the provisions of the Freedom of Information Act 2000,
I have now processed your request.
As requested, I respond to your questions below.
Q. Is there a minimum ratio of the number of children per teacher in
Norfolk? Is it twenty children per teacher?
A. There is no minimum. For infant classes legislation sets a maximum
ratio of 1:30. The number of pupils per teacher will be determined by the
school budget, which in turn is related to the number of pupils.
Therefore it is possible, depending on the school budget, to have fewer
than 20 pupils per teacher. A few very small schools have fewer than 20
pupils altogether. Funding is given per 1.6 FTE to a school. In allocating
budgets Norfolk County Council assumes a minimum school size of 23
pupils at first/infant school level and 36 for primary schools.

Q. If so what is the minimum number of children a primary school must have
in order to employ at least one qualified teacher per class.

A. There are no Statutory limits.
