Thank you for your Freedom of Information request dated 27 January 2010 seeking:

(i) a list (names, ranks, departments) of those who attended Workshop 8 ('Leading in Partnerships and Beyond Authority') of the Public Service Leadership First Annual Conference;

(ii) copies of the Workshop 8 syllabus and learning materials.

After careful consideration, the National School of Government has concluded that it must withhold the names and job titles/ranks of those who signed up to attend this particular workshop, citing the exemption detailed at section 40 of the Freedom of Information Act 2000 ('personal information').

The National School is of the view that information identifying those who have attended particular courses and conferences constitutes personal data as defined by the Data Protection Act 1998.

The personal data of a third party is exempt under section 40(2) of the Freedom of Information Act 2000 where its disclosure contravenes one or more of the data protection principles, as noted at section 40(3)(a)(i) of the Act.

As such, the National School is persuaded that supplying the names of identifiable individuals who have attended specific events (or supplying information that would permit their identification) would represent a breach of the data protection principle which relates to the processing of data fairly. We believe there is a legitimate expectation on the part of all who attend National School courses or conferences that personal information relating to their attendance will remain confidential.

I should note that section 40(3)(a)(i) is an absolute exemption.

All who signed up to attend were employed at a senior level within their respective organisations at the time the conference was held.

Documents relating to Public Service Leadership (PSL) First Annual Conference workshops were uploaded onto the PSL website:

However, no documentation is traceable for Workshop 8. I can also confirm that the National School does not hold a syllabus or any other learning material relating to this workshop.
