I shall be grateful if you will tell me how many public car parks
under public or private ownership there are in the area covered by
the Council that are bounded on two or more sides by open sea and
liable to flooding at high tide or during conditions of storm.
Also, if there are any, their locations.

Dear Mr Hutchinson,
Thank you for your request for information, which was received by Essex
County Council on 5th August 2009.
Essex County Council does not hold the information you have requested on
public car parks. We understand that the district or borough councils in
Essex should hold the information you require. If you wish to contact the
councils direct I have included their contact details in the attached
document. Alternatively, please let me know if you would like me to pass
your request to them and I will arrange this.
The only public car parks Essex County Council is responsible for are at
our country parks. Only three of these are located near the sea - Marsh
Farm, Hadleigh and Cudmore Grove. Marsh Farm car park is the closest to
the water but this is on a tidal estuary rather than the open sea. The
other alternative would be car parks that the public use when visiting
Essex County Council buildings such as libraries or social care offices.
Please could you let us know if you would class these as public car parks
for the purposes of your request?

Dear Mr Hutchinson,
Thank you for your recent e mail request for information which has been
forwarded to us by Essex County Council.
The District of Tendring is a peninsular and is bordered on three sides by
the sea.
As a tourist area we have a number of car parks that border the sea, but
none that I am aware of which could be classified as being bordered on two
or more sides by the sea. We have car parks which are below sea level and
which are located in areas that are bordered on two or more sides by the
sea. As you can see, the definition of what is "bordered on two or more
sides.." is not easily defined
This area has in the past experienced severe flooding which has resulted
in substantial flood defences and sea defence works being constructed over
many years. The result of which is that I can recall no instance of any
car park being flooded over the past 10 to 15 years despite their
proximity to the sea, but it is theoretically possible that a number of
our car parks could be vulnerable to flooding in very extreme
circumstances. However, it would appear that current sea defences are more
than adequate protection.
That said, we do have one car park - Tower Street, Brightlingsea which
is vulnerable to flooding at extremely high tides. In this
location particularly high tides covers much of the road. However, I
cannot recall an occasion when it has reached the car park, but local
people may recall otherwise.

by clicking on the P sign within the most popular sites section or under
car parks within the A to Z. Each car park can be located by map and
further specific details again by clicking on the p sign on each map.
I would recommend checking , Wellington Road car park, Harwich, The Naze
car park Walton-on-the-Naze, Coronation car park, Walton-on-the-Naze,
Holland Haven car park, Holland-on-Sea, Martello Bay Car parks,
Clacton-on-Sea, Tamarisk Way car park, Jaywick and Tower Street, Promenade
Way and Oyster tank Road car parks, Brightlingsea as being car parks that
are within areas very close to the sea and being bordered by the sea.
In closing, I hope the information supplied is helpful although if I can
be of any further assistance, please do not hesitate to contact me
anytime. Should you consider the Council has failed to deal with your
request correctly, you can ask to have the matter reviewed in accordance
with this Authority's Complaints Procedure. Details of this procedure may
be obtained via our website ([2]www.tendringdc.gov.uk).
If you do elect to take this course of action and remain unsatisfied with
the outcome of such a review, you are at liberty to contact the
Information Commissioner directly with the details of your grievance and
request an independent assessment of the situation. In such an event, I
will be able to provide you with his contact details although I very much
hope that this will not be necessary.
