Dear Greenwich Borough Council,
I wish to request details relating to the provision of ICT Services
for your Council.
1) Are your ICT services still outsourced to another supplier? If
yes who is the supplier and what is the term of the contract
including any potential extension periods.
2) What has been the annual cost of the services supplied since the
ICT services were outsourced?
3) What is the scope of the outsourcing agreement, ie what are the
specific terms of the deliverables included within the initial
contract etc?
4) What additional annual expenditure has been made to the
outsourced company separate to the items defined within the scope
of the initial contract?
5) What are the current Council plans regarding the provision of
ICT services once the current contract comes to an end?
6) Are there any lessons learnt reports available relating to the
outsourcing of ICT services?

have expected a response within the next day or two, but I am writing to

My apologies for the delay in sending you our response. However, I am now
pleased to advise you of our response - which is as follows.
1) Are your ICT services still outsourced to another supplier? If yes who
is the supplier and what is the term of the contract including any
potential extension periods.
IBM until December 2013
Northgate until August 2015
Logicalis until August 2015
Liberata have an extended contract to June 2011
Civica until September 2016
2) What has been the annual cost of the services supplied since the ICT
services were outsourced?
IBM £3.25M
Northgate £142,141.00
Logicalis £894,000
Liberata £540,000
Civica £260,000
3) What is the scope of the outsourcing agreement, ie what are the
specific terms of the deliverables included within the initial contract
etc?
IBM provide Data Centre, Hosting and Desktop Hardware provision
Northgate provide Servicedesk, Application support and Desktop services
Logicalis provide network services
Liberata provide VME and Bulk printing services
Civica provide Hosting and Application support for the Financial systems
4) What additional annual expenditure has been made to the outsourced
company separate to the items defined within the scope of the initial
contract?
The costs for Non Core work carried out in 2009/10 by all the suppliers is
approximatly £350,000
5) What are the current Council plans regarding the provision of ICT
services once the current contract comes to an end?
No current plans.
6) Are there any lessons learnt reports available relating to the
outsourcing of ICT services?
Clearly there have been lessons learnt, however there is not a report that
is available
