Provision of Electric Vehicle (EV) recharging points

Dear Glasgow Council,
There has been recent publicity concerning the Council's initiative
operate a fleet of electric vehicles (EVs) and as part of this
initiative install a Glasgow-wide network of (up to 200) recharging
points to be used both by these vehicles, and EV-owning
public-at-large.
Can you advise;
(1) When the first of these recharging points will be brought
online, and if a date has been set for the completion of the
installation phase?
(2) What will be the total number of recharging points provided,
and whether these sites will be capable of recharging more than one
vehicle at one time?
(3) Is a map available showing the EV Charging points available,
and if so the URL address showing the Glasgow post locations?
(4) As different EV's have varying charging capabilities, what will
be the socket standard used for recharging; 3-Phase 415v (4 or 5
pin), 230v 13amp (Square plug) or 16amp (3 pin round), or a
combination to cope with a wider range of vehicles?
(5) If the recharging posts are to be secured (to prevent non-EV
misuse), how will this be achieved, and what provision made to
permit controlled public use?
(6) Which GCC Department will assume responsibility for the
maintenance and public access provision (should the posts be
secured).

Regarding the date of my original request - this was on 16th
January - as noted above, and confirmed on the same date by the
issuing of the Request number;

I am unsure why you believe the date was 17th, as this website
fully tracks submissions and response dates, and can be verified
simply by clicking the relevant correspondence link. This advised
the reply was due on 12th February, hence my enquiry on 15th.

Dear Mr. Grant,
Sorry for the delay in responding to your email of the 15 February 2010.
Despite the automated response you received from the Council for your
emailed Freedom of Information request, my interpretation of your FOI
request is that anything received after 5pm on a Friday night is deemed
not to have been received until the first working day thereafter. In this
particular instance, this would make receipt of your request Monday 18
January 2010. The 20th working day after receipt on the 18 January 2010
would therefore be the 15 February 2010.
I sought advice from my colleagues in legal in respect to my understanding
of the legislation following receipt of your email.
They in turn directed me to the Scottish Information Commissioner's
website as detailed below:

This provides you with the opportunity to calculate the response date for
a FOI request.
If you enter into the calculator the date for a request received on the 16
January 2010 the response date is given as the 15 February 2010.
The Council's automated response obviously does not match either my
understanding of FOI or that of the SIC's office and I have now reported
this discrepancy.
It is of course our preference to issue responses to Freedom of
Information requests well within the 20 working day period allowed. In
doing so a situation such as this would therefore not become an issue.
However there are occasions where the volume of requests received and the
significant input of staff time and resources required for these requests
dictates that the full use of the 20 working day period becomes a
necessity for other requests.

The basic disagreement is over whether delivery on the weekend means day 1 is the next working day - we think a strict reading of the law says that it is.
