Dear Sir or Madam,

Please could you confirm what payments, if any, would be made to
the devolved regions of the UK as a result of applying the Barnett
formula to the cost of building the proposed Scotland to London
High Speed Rail link.

I appreciate that the project is at a planning stage and that the
question is to some extent hypothetical but, assuming the project
is completed at the estimate of £34bn and that current arrangements
for the Barnett formula apply, what payments would be made?
