attn Sam Urquhart

Thank you for your Freedom of Information Act request which has been
passed to me.

Council on 4 November 2008 passed a motion' requesting Cabinet to consider
a report detailing the advantages and disadvantages of opting into the
process of the SCA, and if appropriate determine the way forward. This has
been agreed by Cabinet although no firm timetable has yet been set for
this report.
