Project Lantern reports

The NPIA web site describes how from around 2006 to 2010 NPIA ran a pilot project called "Lantern" which "... allows officers to establish a person's identity using two of their fingerprints, away from the police station ...":

Please send me the following documents relating to Project Lantern:

1. The final report on the project.

2. "Lantern Technical Options Paper – evaluation of fingerprint sensor technologies" by Ambika Suman.

3. "Lantern performance and scalability report", (CCN014R2-20.2-1.0 dated 17 July 2007).

4. Any later revision of (3) above provided to NPIA in response to recommendation 4 in "Lantern Project – The Way Forward" (IDT004-0101-project way forward - project board recommendations 080403 v0-1).

5. "LANTERN Service Expansion Test Summary Report" (Document ID 4 in section 4.2 of "Contract Change Note 050 IDENT1-LANTERN Service Expansion").

6. Any data held by NPIA on the Fingerprint False Match Rate (FMR) and False Non-Match Rate (FNMR) achieved in the field during the LANTERN trial.

Dear National Policing Improvement Agency,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of National Policing Improvement Agency's handling of my FOI request 'Project Lantern reports'.

You have redacted significant amounts of text from the documents you have sent me in response to this FOI request. You not justified this other than to say that "... information we would consider exempt if considered under the Act has been redacted from these documents".

According to the Freedom of Information Act:

"17.—(1) A public authority which, in relation to any request for information, is to any extent relying on ... a claim that information is exempt information must, within the time for complying with section 1(1), give the applicant a notice which —

(a) states that fact,

(b) specifies the exemption in question, and

(c) states (if that would not otherwise be apparent) why the exemption applies."

However, in making these redactions, you have not stated which exemptions you believe apply, nor the reasons why you believe they apply, contrary to the requirements of FOIA 17(1) (b) and (c).

Please review your handling of this response, and either let me have your putative justification for each redaction or (preferably) supply me with the un-redacted versions of the documents in question.

Dear Mr Watson,

As you can see from our response your request was refused on the grounds that it would be too costly to provide the information, under s12 (1) of the Freedom of Information Act (FOIA) 2000. This applies to the request as a whole and not just to specific parts of the request.

However, the NPIA felt that the most of the information requested, fell into the information already gathered, and as you had already refined your request, have released the majority of this information to you. Also as stated in the response, this information was provided to you outside of the FOIA 2000.

The information supplied is not subject to any part of the FOIA 2000, which includes the requirement to conduct an Internal Review. However, the information removed from the documents provided was of personal, security and commercial information.

Personal Information – personal details of junior NPIA staff removed.

Security Information – Secure locations of the servers and system capability

Commercial Information – Supplier accuracy and response data which may put the supplier at a disadvantage in a competitive market.

The ICO has now issued a decision notice, dated 2nd May 2012, which should soon be available via their web site: http://www.ico.gov.uk/tools_and_resource...

The notice says (in part): "The information Commissioner's decision is that NPIA incorrectly relied on section 12(1) and failed to issue a refusal notice in accordance with section 17(1) of FOIA. The Commissioner requires the public authority to take the following steps to ensure compliance with the legislation: disclose the requested information or issue a valid refusal notice citing a valid exemption. The authority must take these steps within 35 calendar days of the date of this decision notice."

(Hence that deadline expires on 6th June).
