with a high potential capital gain".

1)Please can you confirm the current status of this land.
2)Please confirm any current planning policies related to this
land.
3)Please publish any relevant internal or external correspondence
received or sent by the council related to this site in the past 5

5)Please provide the councils current position related to the
development of this land and whether there has been any change in
that position since 2005 when the land was first offered with
potential for development.

Profitable Group claim this site is "eminently suitable for
residential development." I would like to know the councils
position.

Dear Mr Piper,

In response to your enquiry.

The site on Lowthorpe Lane, Nafferton is outside the defined development
limit for Nafferton as set out in the adopted East Yorkshire Local Plan.
As such the site lies in the open countryside and residential development
would be contrary to national and local planning policies.

Any pre-application advice sought on the site would be confidential, but I
can advise you that the Council would simply state that residential
development of this site for residential development would be contrary to
policy. The only exception would be residential development for 100%
affordable housing to meet an identified local need, and this would have to
be provided by a Registered Social Landlord with legal agreements to ensure
that it was available for social housing in perpetuity.

The Council is currently preparing a Local Development Framework (LDF) Core
Strategy and this can be viewed on the Council's website. This proposes
that Nafferton will NOT be identified as a village for future development -
principally because of its proximity to Driffield which has more services
and facilities. If this approach is confirmed then there will be NO
allocation of housing land in the village. The Council's LDF includes an
Allocations Development Plan Document (again available on the website)
which is out for consultation with potential housing sites identified -
however as Nafferton is not a village identified for development the
Allocation DPD does not consider ANY potential residential sites in the
village. The future status of Nafferton as suggested in the LDF has
changed since 2005, and indeed since the Council's own Smaller Settlements
Development Plan Document of Oct 2006 when Nafferton was still identified
as a "market village" where limited development would be permitted.

With regards to your comment "This type of request can be dealt

Council responses normally come with a legal footer advising that
the information cannot be re-distributed.

Profitable Group are indicating on their website (in the public
domain) that the Nafferton site and other UK sites have strong
potential for development and high investment returns. The East
Riding response indicates it is highly unlikely that development
will be permitted at the Profitable Group site in the foreseeable
future.

There have been concerns raised about the Profitable Group Hounslow
and Colchester sites in the national and local press in the UK and
Singapore. It is clearly in the public interest to have full
transparency on the local authority position, and any
communications related to the Profitable Group Nafferton site in
the public domain. This will allow current and potential investors
to be fully informed and avoid any suggestion of insider
discussions.

Profitable Group has a number of land banking sites in the uk. None of them have delivered returns to end investors though clearly Profitable Group have benefited significantly.

According to the above blog Profitable Group did make a few payouts to some investors but apparently just enough to encourage them to invest in other Profitable Group schemes or to bring family and friends into the scheme.
