Dear Mr Keith Griffiths

Internal review of Freedom of Information request 2003

Following a letter of complaint received by Leicestershire County Council
on 23/06/2010 surrounding the handling of Freedom of Information request
2003, the Council has undertaken a review of the request in line with its
corporate Freedom of Information policy. The findings of this review are
outlined below;

Timeline

20/04/2010 - Original request received via [Leicestershire County Council request email]

20/04/2010 - Request forwarded to Corporate Resources Department for
processing

20/04/2010 - returned from Corporate Resources department to check if
request had been logged

23/06/2010 - Internal review request received via [Leicestershire County Council request email]
regarding non response to request

24/06/2010 - acknowledgment sent to Mr Griffiths and request forwarded to
Corporate Resources for Processing

25/06/2010 - response to original request sent to Mr Griffiths

Findings
After investigating the events, we have concluded that no action was taken
following the return email by Corporate Resources department asking for a
request number. Human error resulted in the request not being logged and
followed up accordingly. Following the receipt of the internal review on
23/06/2010, the request was logged and forwarded to the relevant
department to be answered as soon as possible. The response was processed
within two working days.

Recommendations

Following a review of the Council's approach to Freedom of Information, a
corporate policy has been developed and published, and as part of the
implementation, staff will receive clear corporate guidance and processes
for handling Freedom of Information requests.

We apologise for any inconvenience caused due to the delay in our response
to your FOI request. We will endeavour to make sure this situation does
not arise again.

If you are not content with the outcome of the internal review, you also
have a right to apply directly to the Information Commissioner for a
