Can you please tell me the following:

1. How you procure Construction Consultancy Services
2. How you procure Construction Contractors
3. If by your own framework, please tell me:
a. The titles and content of the relevant frameworks
b. Who is on the current frameworks
c. The start and end dates of the frameworks
d. Any possible extention periods to the frameworks
e. The name and contact email of person responsible for the
frameworks.

For the attention of Keith Griffiths

I refer to your Freedom of Information request received by e-mail dated
20.04.10 timed at 12:29 and bearing the title set out above.

I provide answers to the questions you asked, numbered in line with those
questions:

1. The Council does not procure construction consultancy services on a
regular basis having in-house staff who provide the professional/client
role usually. Therefore, when construction consultancy services are
needed they will be procured on a 'one-off' basis in accordance with the
Council's Contracts Procedure Rules and EU Procurement Regulations.
(Please note: The Council's Contracts Procedure Rules can be viewed on the
Council's website at westlancs.gov.uk, then click on the A-Z; then click
on 'C'; then click on "Constitution"; then go to "Constitution Part 4 :
Rules and Procedures" where the fourth bullet point is "Contracts
Procedure Rules" which you should click on this will allow you to view the
Council's Contracts Procedure Rules. The EU Procurement Regulations can
be accessed via the following link

2. Again, the Construction Contractors are procured in accordance with
the Council's Contracts Procedure Rules and EU Procurement Regulations.
Being a second tier Authority and, therefore, not having responsibility
for education, the Council's construction contracts tend to be towards the
lower end of the national value spectrum for such contracts.

3. The Council has some frameworks and these are all in respect of its
housing stock. The information in respect of each framework is set out
below:

(i) Framework for Rewiring:

* Contractors on the framework are: P.H. Jones & White Building
Services
* Start date: 2007
* End date: 2011
* Possible extension to period of framework: None

(ii) Framework for Re-Roofing:

* Contractors on the framework are: Connaught & Bramall
* Start date: 2007
* End date: 2011
* Possible extension to period of framework: None

(iii) Framework for Central Heating Upgrades:

* Contractors on the framework are: H.P.H. LTD & White Building Services
* Start date: 2007
* End date: 2011
* Possible extension to period of framework: None

(iv) Framework for Kitchen Replacements:

* Contractors on the framework are: CLC Ltd & G & J Seddon
* Start date: 2007
* End date: 2011
* Possible extension to period of framework: None

(v) Framework for Window & Door Replacements:

. Contractors on the framework are: G & J Seddon & Bramall

. Start date: 2007

. End date: 2011

. Possible extension to period of framework: None

(vi) Framework for Bathroom Replacements:

. Contractors on the framework are: H.T. Forrest Ltd. & CLC Ltd.
. Start date: 2007
. End date: 2011
. Possible extension to period of framework: None
