Please can you provide the guideline, policies and procedures
concerning the operation of the Forward Intelligence Teams (FIT),
including:
1) What are the criteria concerning who is subject to surveillance
by FIT?
2) What information is recorded, how long is it retained and what
other organisations have access to that information?
3) What governance policies are in place to oversee the operation
of FIT?

I write in connection with your request for information which was received
by Metropolitan Police Service (MPS) on 19/12/08.
DECISION
I am not required to process your request without information that can
later be referred to. The information we require is your name.
I have decided to refuse access to the information you have requested
under the provisions of Section 8 of the Freedom of Information Act 2000
(the Act).
REASON FOR DECISION
Section 8 of the Act provides:
(1) For the purposes of subsection (1)(a), a request is to treated
as made in writing where the text of the request -
(b) is received in a legible form, and
(c) is capable of being used for subsequent reference.
To enable us to meet your request could you please resubmit your
application in accordance with the above requirements. If for any reason
you are unable to do so, please contact me for assistance or seek
assistance from any other available source.
We will consider your resubmitted request upon receipt as long as it meets
the requirements stated above. You will receive the information requested
within the statutory timescale of 20 working days as defined by the Act,
subject to the information not being exempt.

If you are dissatisfied with this response please read the attached paper
entitled Complaint Rights which explains how to make a complaint.

review their decision.
Prior to lodging a formal complaint you are welcome and encouraged to
discuss the decision with the case officer that dealt with your request.
Ask to have the decision looked at again -
The quickest and easiest way to have the decision looked at again is to
telephone the case officer that is nominated at the end of your decision
letter.
That person will be able to discuss the decision, explain any issues and
assist with any problems.
Complaint
If you are dissatisfied with the handling procedures or the decision of
the MPS made under the Freedom of Information Act 2000 (the Act) regarding
access to information you can lodge a complaint with the MPS to have the
decision reviewed.

Thanks for your response, which I find a little confusing. First,
the Home Office
(http://www.whatdotheyknow.com/request/ma...)
and the Ministry of Justice
(http://www.whatdotheyknow.com/request/sa...)
has previously responded to numerous Freedom of Information
requests using the contact details provided without reference to
Section 8(1). Second, the text of my request is capable of being
used for subsequent reference i.e. you can uniquely refer to my
request based on the name I have provided, the subject and the date
it was submitted (as evidenced by the fact that you have been able
to respond to the request). I would therefore be grateful if you
could explain why the Metropolitan Police policy is inconsistent
with that of both the Home Office and the Ministry of Justice and
why you need a specific name.

Whilst I can not comment on how the Home Office and Ministry of Justice proceed with requests from certain contact details, I can provide the Metropolitan Police Services stance on this topic.
Please note the Metropolitan Police Service would refer to Section 8 (1) (b) which clearly states we require THE name of the applicant not simply a pseudonym.
If you are unhappy with this decision please refer to your complaint rights in my previous email to you.
