Dear Mr Watson,

Freedom of Information Request Reference No: 2010020001934
I write in connection with your request for information which was received
by the Metropolitan Police Service (MPS) on 08/02/2010. I note you seek
access to the following information:

* "The Home Office has recently started issuing Identity Cards to some
16-24-year-old UK Passport holders in London. Please tell me:
* 1. What guidance the Home Office has given the Metropolitan Police
Service for procedures for handling a UK identity card that is handed
in as lost property.
* 2. What procedures you have put in place for handling a UK identity
card that is handed in as lost property."

Your request will now be considered in accordance with the Freedom of
Information Act 2000 (the Act). You will receive a response within
the statutory timescale of 20 working days as defined by the Act,
subject to the information not being exempt or containing a reference
to a third party. In some circumstances the MPS may be unable to
achieve this deadline. If this is likely you will be informed and
given a revised time-scale at the earliest opportunity.

Some requests may also require either full or partial transference to
another public authority in order to answer your query in the fullest
possible way. Again, you will be informed if this is the case.

Your attention is drawn to the attached sheet, which details your
right of complaint.

Should you have any further enquiries concerning this matter, please

Are you unhappy with how your request has been handled or do you think
the decision is incorrect?

You have the right to require the Metropolitan Police Service (MPS) to
review their decision.

Prior to lodging a formal complaint you are welcome and encouraged to
discuss the decision with the case officer that dealt with your

Ask to have the decision looked at again ***

The quickest and easiest way to have the decision looked at again is
to telephone the case officer that is nominated at the end of your
decision letter.

That person will be able to discuss the decision, explain any issues
and assist with any problems.

Complaint

If you are dissatisfied with the handling procedures or the decision
of the MPS made under the Freedom of Information Act 2000 (the Act)
regarding access to information you can lodge a complaint with the MPS
to have the decision reviewed.

I write in connection with your request for information that was received
by the Metropolitan Police Service (MPS) on 8/02/2010. I note you seek
access to the following information:

* What guidance the Home Office has given the Metropolitan Police for
procedures for handling a UK identity card that is handed in as lost
property.

* What procedures you have put in place for handling a UK identity card
that is handed in as lost property.

Following receipt of your request searches were conducted within the MPS
to locate information relevant to your request.

EXTENT OF SEARCHES TO LOCATE INFORMATION

To locate the information relevant to your request searches were conducted
at Specialist Operations - Counter Terrorism Command and Territorial
Policing Headquarters - Operation Emerald Policy, Patrol, Front Counters
Project and Immigration teams.

RESULT OF SEARCHES

Extensive searches have failed to locate any information relevant to your
request, therefore, the information you have requested is not held by the
MPS.

Given the staged roll out and the fact that the issuing of ID cards is
voluntary, there has not been any specific instruction issued to the
police and ID cards are currently only available to the following groups:

* People who live or work in North West England
* 16 to 24-year-olds living in London
* Airside workers at Manchester or London City Airport
* People who have registered their interest in ID cards with the
National Identity Service
* Be a British citizen or EEA/Swiss national
* In addition you must be at least 16 years old and hold a UK passport
that was valid on or after 1st January 2009 to be able to apply for an
ID card.

The reporting of a lost ID card can be made on telephone number 0300 330
0000. In addition the procedure for reporting lost ID cards can be found
via the following link on the Home Office website:

The process for reporting found ID cards is slightly different in that
there is text on the back of an ID card that reads: 'If found please send
to: Freepost IPS.'
