Prisoners monies paid to Nacro under PSO 7500
Christopher Stacey LL.B, LL.M made this Freedom of Information request to HM Prison Service
Waiting for an internal review by HM Prison Service of their handling of this request.
From: Christopher Stacey LL.B, LL.M
17 March 2009
Dear Sir or Madam,
I would like to make a request under the Freedom of Information
Act.
I would like to know the amount of money, under PSO 7500, or any
other relevant prison service rule, order or instruction, which has
been paid to Nacro by the Prison Service, where the recipient would
have otherwise been the prisoner.
I would like to know the amounts that have been paid to Nacro in
each of the last 10 years (or for the period in which figures are
available)
Under PSO 7500, it is stated in Chapter 15, paragraph 9, that when
a prisoner is released leaving cash behind on PIES this money will
be transferred to the Nacro balance on PIES after 6 weeks.
It is also stated in the same paragraph that, for prisoners who
have absconded or been discharged and cash held is unclaimed for
more than one year, the cash must be paid to Nacro (National
Association for Care and Resettlement of Offenders), 169 Clapham
Road, London.
In paragraph 15, it is stated that, for money sent in intended for
prisoners, if they have been released, and it is not possible to
trace the prisoner, where the sender also cannot be traced, the
money should be sent to Nacro.
Yours faithfully,
Christopher Stacey LL.B, LL.M

Elizabeth Hofman left an annotation ( 9 January 2010)
I was very surprised and pleased to see your communications on this site. For several months now I have been fighting a similar battle but through NACRO. My main concerns are
_ It is a CONDIION for receiving a pin phone card that the prisoner signs a contract agreeing that any monies left over (it is only meant to be pence)is put in the 'NACRO' account.
_Monies sent to Highdown for a prisoner I know (miscarriage of justice as it happens!) was put into the NACRO account even though he had been told of its arrival and I had to chase it up months later when they told me they only forwarded money that was chased. I did point out that this was nothing short of theft!
I suspect NACRO (whose income appears to be £60 million) receives from prisons much more money than the last few pence on a phone card would explain.
I have quite a bit of correspondence with regard to my concerns including an anonymous sheet from the Min of Justice. It would be interesting to share the information we have if you could think of a way we could contact each other.
Best Wishes,
Elizabeth Shotton
