3rd July 2009
Dear G Lawrence,
Thank you for your email of 5th June 2009 making a request under Freedom
of Information (FOI) Act.
Your request was:
Please will you email me in Excel spreadsheet format a list of the
prisons in England and Wales identifying by individual prison:
1/ which Electronic Health Care Record software is used in the
Prisons' Medical Centres,
2/ which PCT is responsible for that prison,
3/ the Name and Address of the organisation or company
subcontracted by the PCT to provide Primary healthcare to the
prison in the current Financial Year,
4/ the cost of providing Primary healthcare services in the last
Financial Year.
The responses to parts 1, 2 and 4 of your request are contained within the
attached spreadsheet.
Part 3 of your request asked for the Name and Address of the organisation
or company subcontracted by the PCT to provide Primary healthcare to the
prison in the current Financial Year. I am sorry to have to advise you
that it is not possible for us to locate, retrieve and extract all such
information. This would involve manual searches which we estimate would
make demands on officials' time in excess of the appropriate cost limit of
-L-600 or 3.5 person/day limit specified for central government bodies
under S12(1) of the FOI Act. Section 12(1) of the FOI Act makes provision
for public authorities to refuse for information where the cost of dealing
with them would exceed the appropriate limit.
NHS Primary Care Trusts have been responsible for commissioning health
services in publicly run prisons in England since April 2006 and Local
Health Boards have held the commissioning responsibility for healthcare in
all state prisons in Wales since April 2006. Commissioning and provision
varies across England and Wales depending on local commissioning
decisions. In order to provide you with the information that you have
requested a policy officer would be required to contact each PCT to gather
information on their current healthcare providers. For this reason, we
will not be proceeding further with this part of your request in its
present form.
I hope you find the attached information helpful. Please remember to quote
the reference number above in any future communications.
If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your
original letter and should be addressed to:

Dear G Lawrence,
Thank you for your email of 6 July to the Department of Health requesting,
under the Freedom of Information (FOI) Act, further information in
relation to the spreadsheet provided to you in response to our ref:
DE00000419020 (list of the prisons in England and Wales). Your further
query was:
The figures for Albany, Camp Hill and Spring Hill appear to be missing. Do
these exist please? `
Albany and Camp Hill are included in the spreadsheet under the heading of
Parkhurst.
Although not clear on the spreadsheet HMP Springhill is a joint site with
HMP Grendon and receives one allocation from Buckinghamshire PCT. HMP
Grendon is a closed training prison with a therapeutic community for
prisoners with severe personality disorders whereby Springhill is an open
training prison.
I hope this is helpful, if you have any queries about this response,
please contact me. Please remember to quote the reference number above in
any future communications.
