Prepaid cards misinformation

Dear Sir or Madam,

In your report from your website dated 1st October 2009 covering
motorcycle parking fees, I noted that in paragraph 4.6.1 on page 6,
it says the following:-

"For those either without a debit card, credit card or bank account
or unwilling to provide their card details, it is possible to use
prepaid cards (also known as ‘pay as you go’ cards) to pay for
motorcycle parking."

Please can you explain how those "unwilling to provide their card
details" can use a "prepaid card" without providing the details of
this prepaid card?
If they provide the details of the prepaid card then they fail in
their wish of not providing their card details, if they do not
provide the details from their prepaid card then how is payment
taken?

of Information Act 2000, whereby you requested the following:

Response
This is not a request for recorded information as defined by the Freedom
of Information Act as it is asking for an interpretation of the cited
statement. For the purposes of section 1(4) this information is not held
by the Council and I am, therefore, unable to provide it.

Dear FOI,

I am sorry, but that is ridiculous

The council has stated an action people should take and when asked
to explain the statement and the contradiction it contains, you say
it is not information you hold!

If the council do not know how to do it then how does the council
know it is possible? and how can they advise people to use this as
an option if they have not tested it?

Please provide the documents showing the testing of this proposed
action - I am sure a council would test and document services they
recommend to their customers....
