Dear Manchester City Council,

Please could you tell me what checks are/were (if changed recently)
done to ensure the vulnerability status of those residents that
were subjected to bankruptcy action, in particular those with
council tax debts?

By this , I mean were checks done to ensure that the person was not
or had not recently been suffering from mental illness, recent
bereavement, were elderly, recent hospitalisation etc.,

If checks were done, please could you confirm the methods used to
check the status of the person, for example, DSS records,
doctors/hospital records, social workers record, etc., and if
possible, provide a copy of the checklist/ consent form/guideline
used to make the decision.

What time limits after the events would decide . eg. Persons who
had suffered a beareavement within the last XX months/years, or had
been suffering mental illness within XX months/years,been in
hospital within the last XX months/years.

Please could you also give me a list of circumstances where you
would not pursue bankruptcy proceedindgs against a debtor?

I would like the information to cover the last six years please.

Dear Manchester City Council,

This request should have been answered by 18th Feb , so is now
almost a week overdue.
You have not requested an extension to the timescale, as per your
acknowledgement of 27th January, so I assume it is just that as
usual, Manchester Council seem to think they are above the law.
Please respond to my request as per the LAW....

Dear Manchester City Council,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Manchester City
Council's handling of my FOI request 'Pre- court action
vulnerability checks'.

With the exception of an automated acknowledgement on 27th January
2010, a response to the the request has been completely ignored and
is now approximately two weeks overdue.
There has been no explanation as to why the response has been
delayed.

relates to one of a number of information requests you have made.

You state that none of the questions you have raised have been answered.

I do not share this view.

That would be appreciated. Thank You..

You will see that since the request was made on 21 Jan all I have
received is a couple of automated acknowledgements.
The only reply I have received is the one on 30th March, which
erroneously implies that I have already been given a proper
response !!!

It is quite apparent that there is a lack of communication within
your department,but with my previous experiences with Manchester
Council, it does not surprise me in the least.
Your ineptness knows no bounds
