I refer to your request for information made under the Freedom of Information Act 2000, dated 16 June 2008.
You specifically requested:
Please could you advise me the total price Liverpool City Council are paying Royal Mail for use of the Postcode Address File per year
I can advise you that Liverpool City Council's payment to Royal Mail for use of Postal Address File (PAF), amounts to the sum of £0.
Liverpool City Council do however pay a 'PAF End User' licence fee as part of its Mapping Services Agreement (MSA) fee, this fee is paid to Ordnance Survey who in turn pay Royal Mail. Liverpool City Council has the right to use any 'L' postcode data contained within the Ordnance Survey Address Point product.
As we are unable to comply with this request and provide the information which you have requested whether we do not hold it or as a result of exemptions being applied, we are required to serve you with a Section 17 Notice. Please treat this email as such a notice.

The City Council will consider appeals, referrals or complaints in respect of your Freedom of Information Act 2000 request under the first stage of the Have Your Say Scheme. Thank you for your email, requesting further for information made under
the Freedom of Information Act 2000, dated 17 June 2008.
You specifically requested:
Please can you advise me the Mapping Services Agreement (MSA) fee that
Liverpool City Council pays per year?
The Mapping Service Agreement is a commercial and confidential contract
between Liverpool City Council and Ordnance Survey, therefore this
information is commercially sensitive and exempt from disclosure by
virtue of Section 43 of the Freedom of Information Act 2000. The
disclosure of this information is likely to prejudice the commercial
interests of any person. (A person may be an individual, a company, the
public authority itself or any other legal entity). This exemption is a
qualified exemption and as such requires the consideration of the Public
Interest Test. Having considered this, it is believed that the public
interest in withholding the information outweighs the public interest in
disclosure, as it would be likely to prejudice the commercial interest
and effect the ability to engage in any ongoing or future negotiations
damaging both reputation and business confidence.
The disclosure of this information is also exempt by virtue of section
41 as the disclosure would be an actionable breach of confidence. This
is an explicit condition contained within the agreement as a contractual
obligation prohibiting the disclosure of the agreement or its content as
they are confidential. Further more, obligations where placed on and
agreed with that the information would be kept confidential, would not
be directly or indirectly use, redistribution or disclose, allow to be
used, communicated its contents and/or any part thereof to any
unauthorised parties without written consent of Local Government
Information House.
As we are unable to provide you with the information you seek, either
as a result of an exemption being applied or because we do not hold the
information, we are required to serve you with a Section 17 Notice.

Thank you for your response. Since I made this initial request I
have located a website showing that most other councils provide
this information:

I therefore wish to request this information using the sample
letter which other councils appear to have responded to:
I request under the Freedom Of Information Act 2000 the following
and would be grateful for any response.
a) The sum in total, if any, spent on maps, map procurement,
processing and distribution on-line and in paper form during either
financial or calendar year 2006;
b) the proportion or absolute amount, if any, of the sum (a) spent
on licenses or other fees to Ordnance Survey;
c) the proportion or absolute amount, if any, of the sum (a) which
was paid for by council tax;
d) the proportion or absolute amount, if any, of the sum (c) broken
down in to council tax house bands on a per-household basis.
