Dear Sir or Madam,
I am writing to make a request under the Freedom of Information
Act.
I am interested in postal voting for the recent local elections on
1 May. For each ward contested in this election, can you please
provide me with the statistics contained within the Form K
'statement as to postal ballot papers' completed by your returning
officer as required by Schedule 3 to the Representation of the
People (England and Wales) Regulations 2001. This data should be
provided in a spreadsheet format rather than Word or PDF.
Finally, I would also be very grateful if you could outline for me
the processes used by the council to check that personal
identifiers (signatures and dates of birth) for completed ballots
match those given when an application for a postal vote was made.
This description should include, but not necessarily be limited to,
descriptions of all human and electronic verification methods and
the circumstances in which particular methodologies are used.

Dear Mr Smithee,
Please find attched the Form K statements for Manchester City Council
Elections held on 1 May 2008.
The council checks 100% of postal voting statements (PVS) against the
personal identifiers supplied by electors on their absent vote
application. We are currently using the Strand selcheck system (electronic
verification); which matches personal identifiers electronically, but it
is the Returning Officer or Deputy Returning Officer that makes decisions
to reject any postal votes where the signature or date of birth or both do
not match or are missing.

Please find attached below copies of the Form K for the local elecitons
held on 1 May, as requested.
You asked for information on the processes used by the council to check
that personal identifiers (signatures and dates of birth) for completed
ballots match those given when an application for a postal vote was made:
In Manchester we check 100% of returned postal voting statements against
those provided on the postal vote application form, using Strand selcheck
software. This process involves electronic signature and date of birth
checking. Any signatures or dates of birth not 'passing' the electronic
checks are reviewed by the Returning Officer or his deputies for final
decision, and such decisions are available to be viewed (and objected to)
by candidates and agents at the postal vote opening sessions.
