Dear Sir or Madam,

I refer to the parliamentary question tabled by Lord Avebury,
reference number HL6450 that is referred to in House of Lords
Hansard 3 July 2006, Column WA 2.

The question refers to a position paper called "Citizenship Denied:
the Stateless British Children of Hong Kong" which was submitted to
the Minister of State for Nationality, Citizenship and Immigration,
Mr Des Browne, by the Lord Avebury and Tameem Abdulhusein Ebrahim
in December 2004.

Please provide me with a scanned copy of the position paper by
email, together with any response made by the Government.

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Home Office's
handling of my FOI request 'Position paper: Stateless British
Children of Hong Kong'.

The response to this request was due on 17 November 2008, but to
date I have received no response. I now wish to receive this
information without further delay.

Dear Mr Gould,

Thank you for your email of 28 August 2009 requesting an internal review.

In your email of 22 March 2009 you requested a copy of the `Citizenship
Denied: the Stateless British Children of Hong Kong'. Claire Bennett
provided you with a response saying that:

"After a thorough search of our files, I regret to inform you that the
Home Office does not hold the information that you have requested".

Your request for an Internal Review appears to be due to that fact that
you interpreted this to mean we had lost the information.

A search was conducted to be sure we did not hold the documentations
however, the conclusion of that search was that the Home Office had never
held it but that it was contained elsewhere.

Claire provided you with a further address and website to use where you
should be able to obtain a copy of the paper.

I apologise if the response was unclear in any way.
