Dear Mr Walker,
Further to my e-mail dated August 4th, the information you requested is held in a paper file. To supply photocopies, we will need a postal address to which to send the information. Alternatively, you can view the documents in the Reading Room of Norfolk Record Office by prior appointment.
We can also supply it by e-mail, but we will first have to scan the documents and render them into PDF format.
I would also point out at this stage that the 77 pages referred to in the estimate of disbursements below exclude copies of Common Purpose brochures and information that is wholly exempt from disclosure under the provisions of the Freedom of Information Act. The documents will also contain redactions of exempt information. For your information I attach a schedule of the contents of the file as at December 2007. I am awaiting information as to whether any new documents have been added to the file since that time.
Here are estimates in respect of the disbursements arising from dealing with your request for information, in both paper and electronic form:
To supply in electronic form, despatched by e-mail
To scan 77 pages @ £25 per hour £39.50
VAT @ 17.5% £06.91
Amount due: £46.41
(Where documents have to be rendered into electronic form, the work is charged at cost. The charge exceeds our £10 limit below which we waive disbursements and therefore would be payable in full).
To supply as photocopies, despatched by post:
77 pages @10p/page £7.70
VAT @ 17.5% £1.35
Amount due £9.05
(As this sum falls below the £10 limit, the information can be supplied to you in this way at no charge).
There is more information about our fees and charges on our website:
http://www.norfolk.gov.uk/consumption/gr....
Please advise as to which form you wish the information to be supplied. If you wish the information to be supplied electronically please let me know whether you are prepared to meet these costs and arrange for payment to be made on receipt of our invoice and in advance of further processing your request.
The above charges exclude fees for re-use, such as publication of information supplied on a website. Should you wish to publish documents supplied in response to this request, this will be subject to the provisions of Copyright Patents and Designs Act 1988 in respect of any intellectual property owned third parties, and this Council's policy in respect of the Re-use of Public Sector Information Regulations 2005. Further details regarding re-use, including a schedule of charges can also be found on our website:

Your request is being placed on hold pending a response from you.
Yours sincerely,
Deirdre Sharp

Dear Mr Walker,
When I wrote to you on August 8th with copies of documents on our file on Common Purpose, I said:
"I have not yet heard from CTD if any new documents have been placed on the file. I rather believe not as, insofar as there may still be any participation in Common Purpose courses by officers or commissioning of training services from Common Purpose or its employees, it is now dealt with within the framework of departmental training arrangements. If there is anything to be added, copies will be sent to you subject to any exemption that may be applied."
I've now heard from CTD and they report that there is nothing new since last November, so you have in fact had everything on the file subject to exemptions.
I'm closing this request now, but we are still dealing with your subsequent request concerning contracts and tendering in respect of CP.
