Dear Sir or Madam,
hello i have been looking at the universal human rights acts and it
states in there that i can freely travel through my country and
travel out and come back into my country again freely 'country
being england' also ive noticed that in the licensing act it doesnt
state what is to happen to those whom are unlicensed unregistered
and untaxed if they arnt using the vehicle in commerce i.e driver.
is it true in my understanding then that if i dont use my vehicle
in commerce then it doesnt need to be registered taxed and i dont
need a license as it goes against the universal human rights and
also against our own bill of rights
1689 That all grants and promises of fines and forfeitures of
particular persons before conviction are illegal and void;

so by these definitions do i need a license to drive a vehicle when
im not using it for commerce i.e for financial gain?

aslo is the dvla a for profit company?
also which law dictionary is used for the definitions for this
company as i have seen some other government companies use
different ones?
