Dear Jane,
The clarification below seems to be helping other forces arrive at
the information so I hope it will assist you.
By "Response Duty" we mean "Operational" officers assigned to
respond to calls from the public presumably those on shift duties
who would attend calls from the public such as beat officers,
police vehicle drivers dog officers traffic etc.(Inspector
Sergeant, PC).
Operational Support officers to be listed seperately by role and
rank if possible.
By "Administerial" we mean those officers specifically assigned to
non operational roles that are office based such as audit police
administrative roles that by virue of the job mean that they work
in an office for their tour as opposed to responding to public
calls."
We understand you may call this "Organisational & Organisational
Support".
Again officers to be listed seperately by role and rank if
possible.
Many Thanks
Steve Bennett
Yours sincerely,
Steve Bennett

Dear Mr Bennett
Reference No: RFI2010000017
Thank you for your request for information dated 08/01/2010 which, for
clarity, I repeat:
Q1. Please provide the total numbers of officers by rank within your
force for 2009
Q2. How many of those officers were assigned to response duties in
2009
Q3. What are the non response administerial departments within your
force?
Q4. How many police officers are assigned to each of these
departments, by rank?
Your request for information has now been considered and our response is
detailed below.
Q1) The total number of officers by rank within Thames Valley Police force
is listed in the following table:
+------------------------------------------------------------------------+
| Rank/grade | Number of Police Officers |
|----------------------------------------+-------------------------------|
| Chief Constable | 1 |
|----------------------------------------+-------------------------------|
| Deputy Chief Constable | 1 |
|----------------------------------------+-------------------------------|
| Assistant Chief Constable | 3 |
|----------------------------------------+-------------------------------|
| Chief Superintendent | 14 |
|----------------------------------------+-------------------------------|
| Superintendent | 39 |
|----------------------------------------+-------------------------------|
| Chief Inspector | 61 |
|----------------------------------------+-------------------------------|
| Inspector | 214 |
|----------------------------------------+-------------------------------|
| Sergeant | 690 |
|----------------------------------------+-------------------------------|
| Police Constable | 3495 |
|----------------------------------------+-------------------------------|
| Total Number of Officers | 4518 |
+------------------------------------------------------------------------+
Q2) I have interpreted your request for "Response Duty" Officers to refer
to those officers with roles which involve routine and immediate
communication/interface with the public. In 2009, there were 1187 officers
assigned to such a role. Any police officer of whatever rank may be
required to respond to an incident or emergency situation dependent on
their experience, availability and expertise. Therefore, we would classify
all police officers as "Response Officers" within that definition.
Q3) The departments within our organisation cannot be said to be truly
"Non-Response" as if they contain one or more police officer, they may, at
any given time, be required to respond to an incident or emergency.
However, we have understood the request using the word "administerial" and
consider the following departments to be relevant for this question: Human
Resources, ICT, Information Management and Quality of Service.
Q4) The following table illustrates which officers are assigned to the
above mentioned departments. However, I would reiterate that this cannot
be taken to mean that they may not be involved in or respond to any given
incident or emergency as all police officers may be required to do so:
+------------------------------------------------------------------------+
|Department |Police Officer |
|------------------------------------+-----------------------------------|
|Human Resources |4 Police Constables |
|------------------------------------+-----------------------------------|
| |5 Sergeants |
|------------------------------------+-----------------------------------|
| |1 Superintendent |
|------------------------------------+-----------------------------------|
| | |
|------------------------------------+-----------------------------------|
|ICT |1 Chief Superintendent |
|------------------------------------+-----------------------------------|
| | |
|------------------------------------+-----------------------------------|
|Information Management |1 Sergeant |
|------------------------------------+-----------------------------------|
| |1 Inspector |
|------------------------------------+-----------------------------------|
| | |
|------------------------------------+-----------------------------------|
|Quality of Service |1 Inspector |
|------------------------------------+-----------------------------------|
| |1 Chief Inspector |
|------------------------------------+-----------------------------------|
| |1 Superintendent |
+------------------------------------------------------------------------+
Please contact me quoting the above reference number if you would like to
discuss this matter further and may I take this opportunity to thank you
for your interest in Thames Valley Police.
Yours sincerely,
Jane Shields
