force for 2009
2. How many of those officers were assigned to response duties in
2009
3. What are the non response administerial departments within your
force?
4. How many police officers are assigned to each of these
departments, by rank?

In order that we provide only information that you require could you please
clarify what you define as 'response duties' and ' non response

Once clarity is received we shall then consider your request.

Dear Jan,

Thank you for your prompt reply.

I'll try to clarify the request.

By "Response Duty" we mean officers assigned to respond to calls
from the public, presumably those on shift duties, who would attend
calls from the public, such as beat officers, police vehicle
drivers, dog officers, traffic etc. (Inspector, Sergeant, PC)

By "Administerial" we mean those officers specifically assigned to
roles that are office based, such as audit, police administrative
roles that by virue of the job, mean that they work in an office
for their tour as opposed to responding to public calls.

What I am looking for is a typical snapshot "average". If we avoid
the holiday periods where there would more likely be a fluctuation
in levels that might skew the picture,it would make the information
more meaningful for us. I suppose what we're seeking is an 'average
day' if there is such a thing in the police force!

From your data, if you identify a period when strength was at its
height during the year, could you pick a day or week to suit your
search?

Many thanks in advance and kind regards

Steve Bennett

Steve

To keep your request under cost/time we really need a date from you to
conduct our searches.
For us to research when strength was at its height may not be something
that is held or in an easily retrievable format and therefore may be exempt
due to cost/time implications.

Please therefore be specific as to the time period you wish us to conduct
our research.

Regards

Jan

Hi Jan,

Thanks for that.

Thankfully, it's just a snapshot, so I'm not looking for masses of
detail.

Picking a date out of the air for 2009, perhaps a weekday - say
Wednesday 11th February 2009? Or if you prefer a balanced picture
for a five day period of say between Monday 9th and Friday 13th
February? Whichever of the searches is easiest for you will be fine
for my purposes.

Many thanks

Yours faithfully,

Steve Bennett

Provision of information held by Northumbria Police made under the Freedom
of Information Act 2000 (the 'Act')

Thank you for your email dated 5 January 2010 in which you made a request
for access to certain information which may be held by Northumbria Police.

As you may be aware the purpose of the Act is to allow a general right of
access to information held by a Public Authority (including the Police),
subject to certain limitations and exemptions.

You asked:
"
1. Please provide the total numbers of officers by rank within your force
as of 11th February 2009.

2. How many of those officers were assigned to response duties as of that
date

3. What are the non response administerial departments within your force?

4. How many police officers are assigned to each of these departments, by
rank?

By "Response Duty" we mean officers assigned to respond to calls from the
public, presumably those on shift duties, who would attend calls from the
public, such as beat officers, police vehicle drivers, dog officers,
traffic etc. (Inspector, Sergeant, PC)

By "Administerial" we mean those officers specifically assigned to roles
that are office based, such as audit, police administrative roles that by
virue of the job, mean that they work in an office for their tour as
opposed to responding to public calls."

In response:

We have now had the opportunity to fully consider your request and I
provide a response for your attention.

Please note this data is valid as of 1st February 2009 as this is the
nearest establishment data available to 11th Feb.
For Q2 response duty numbers includes, PC's - INSP's within 24/7.
Neighbourhood Teams, Traffic, Dogs as requested. CID and Intelligence
related roles have not been included despite there being a 'response'
element. These have not been included as they do not appear to fit the
criteria of 'Response Duty' you have given above.
For Q3 non-response departments include only those with no reactive public
contact.

Please see the below attached document which answers the criteria of your
request.

(See attached file: FOI 10-10.doc)

The information we have supplied to you is likely to contain intellectual
property rights of Northumbria Police. Your use of the information must be
strictly in accordance with the Copyright Designs and Patents Act 1988 (as
amended) or such other applicable legislation. In particular, you must not
re-use this information for any commercial purpose.

How to complain

If you are unhappy with our decision or do not consider that we have
handled your request properly and we are unable to resolve this issue
informally, you are entitled to make a formal complaint to us under our
complaints procedure which is attached.

(See attached file: FOI Complaint Rights.doc)

If you are still unhappy after we have investigated your complaint and
reported to you the outcome, you may complain directly to the Information
Commissioner’s Office and request that they investigate to ascertain
whether we have dealt with your request in accordance with the Act.

Yours sincerely
