PM10 data from the Olympic Park for January 2009.

Neil Hood made this Freedom of Information request to Olympic Delivery Authority

Waiting for an internal review by Olympic Delivery Authority of their handling of this request.

From: Neil Hood

1 February 2009

Dear Sir or Madam,

In order to ensure it complies with its Environmental Monitoring
obligations, I am aware that the ODA meticulously records the
daily, even hourly, readings of PM10 from 9 different monitoring
stations located within and around the Olympic Park.

Under the Freedom of Information Act 2000, please supply the PM10
data from each of these monitoring points for the month of January
2009 and present them in:

a) Tabular format; to facilitate ease of comprehension of the data.

b) Graphical format, to facilitate identification of anomalies.

Thank you for your attention to this matter.

Yours faithfully,

Neil Hood

18 March 2009

Dear Sir or Madam,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Olympic Delivery
Authority's handling of my FOI request 'PM10 data from the Olympic
Park for January 2009.'.

A full history of my FOI request and all correspondence is
available on the Internet at this address:
http://www.whatdotheyknow.com/request/pm...

The response I received to my FOI is disappointing, and even though
the ODA has the information I requested, it has not provided it.

I asked specifically for the data on the nine individual dust
monitoring points you already single out and 'report' on in your
website:
http://www.london2012.com/plans/olympic-...,
instead you have supplied a great deal of superfluous information
which has not been requested and have effectively buried what could
be potentially useful.

Furthermore, I use the term 'report' extremely loosely because you
don't actually report hard data at all, instead you supply only
cursory information that states "no exceedance" and then provide no
values for what was actually recorded.

What is your justification for withholding the data sought? And
making the process for obtaining it so incredibly slow and
difficult? It takes you up to 3 months to provide a comment on what
you measured (even longer if you consider most of last year's data
which you have yet to provide).

By stark contrast, if I search the London Air Quality Network, I
can find daily graphical values for as recent as 2 days ago! (e.g.
Hackney, Old Street, PM10 data for up to 16th March 2009) and if I
wish to know more detailed data, I can view the Excel sheet that
provides the specific data values for the Daily Mean levels of PM10
pollutants recorded on each of those days.

It is clearly evident that, in comparison to the quality of data
the LAQN provides within 2 days, the quality of data the ODA
provides is window dressing, and this is even after it has taken
the ODA infinitely longer to provide it.

Therefore, with respect and in accordance with the honesty and
transparency we are aiming for in the creation of these glorious
Games and their Legacy, please provide the data you already hold,
as detailed as requested.

For convenience and clarity, the nine specific locations the ODA
monitors and comments upon for its Dust Reports are detailed below:

1 - Gainsborough primary school

2 - Onsite monitor (60m from nearest home), Tower Hamlets

3 - Greenway, Newham

4 - Marshgate Lane, Newham

5 - Onsite monitor, (80m from nearest home), Newham

6 - Onsite (60m from nearest home), Newham

7 - Olympic Village onsite monitor, (150m from nearest home),
Newham

8 - Quartermile Lane, Hackney

9 - Metronet, Waltham Forest

Yours faithfully,

Neil Hood.
