Dear Phil Johnston,

Please explain as I cannot find any reference to the matters stated
in your response. Why are you so reluctant to give me the
information requested?

It is a simple request that goes to the heart of the rights of a UK
citizen to protect his property and safety, yet you are avoiding
answering me.

If I may further add to my information request: what information do
you have on past complaints in relation to the police not
investigating a complaints and this has resulting in people being
killed or injured?

The IPCC does not set the rules you refer to and neither is is
accountable for any such rules. Insofar as these rules exist and are
accessible to the IPCC, they will also be accessible to you. Accordingly
I find that section 21 of the FOIA applies.

I have passed your email on to the person who carries out internal
reviews.
