Dear Sir or Madam,
I am writing to enquire about the progress of the trial site for
online access to archive footage of Parliament, and the aspiration
to digitise all archived audio-visual coverage of proceedings. Both
of these items were mentioned in the Twenty-ninth Report of the
House of Commons Commission
(http://www.publications.parliament.uk/pa...).
In paragraph 168 the report states:
"During 2007/08 it is planned to launch a trial site which would
make archive footage available as an academic research tool with a
view to the possible digitisation of all archived audio-visual
coverage of proceedings in the longer term."
I would be grateful if you could ask the relevant department of the
House to provide any meeting minutes, specifications or other
documentation relating to:
1) The trial site mentioned in paragraph 168 above. 2) The
digitisation of all archived audio-visual coverage of proceedings.

Thank you for your enquiry below. Your message quotes the Twenty-ninth
Report of the House of Commons Commission. In the House of Lords the
only relevant information we hold relates to work commissioned by the
House of Lords Information Committee. This is covered by Parliamentary
privilege and thus exempt from disclosure under section 34 of the
Freedom of Information Act 2000. A copy of a certificate signed by the
Clerk of the Parliaments is attached. Please let me know if you would
like a hard copy of the certificate.
You may like to be aware that the original proposal referred to in the
Report of the House of Commons Commission has been overtaken by the
participation of the Parliamentary Broadcasting Unit in a major
collaborative JISC digitisation programme. More details of this
programme, including future plans in relation to parliamentary material,

Section 50 of the Freedom of Information Act 2000 provides that any
person may apply to the Information Commissioner for a decision whether,
in any specified respect, a request for information made by the
complainant to a public authority has been dealt with in accordance with
the requirements of Part I of the Act. In this context you should have
regard to the fact that under section 2(3) the exemption conferred by
section 34 is an absolute exemption and to the terms of section 34(3).
