Dear Test Valley Borough Council,
I would be grateful if you could answer the following questions:
1 Does the Council operate as a common standard an implied
acceptance of windows on average 10.5m from side boundaries, based
on a rule of thumb of 21m being an appropriate distance between
directly facing windows?
2 If so, is this common standard detailed in any of your publicly
available policy documents?
3 Please give the number of planning applications for each of the
last 5 years where this standard (the 10.5m rule)has been detailed
as a relevant planning consideration in the case officer's report.
4 Is the Council aware of a National Code of Planning Conduct, and
does it follow it?
5 If not, does the Council have a local code of Planning Conduct?
I would be grateful if you could provide an electronic link to any
documents referred to in your reply.

I refer to your email dated 14 July 2010 with regard to the above for
which I thank you.
I shall deal with each of the points you have raised in turn:
1) No each application is considered on its individual merits depending
on the site circumstances.
2) In view of 1 above no.
3) In view of 1 above none.
4) The Council is not aware of a National Code of Planning Conduct.
5) Yes the Council has a Local Code for Councillors and Officers dealing
