Planning Policy Guidance has now been replaced by Planning Policy Statement 3: Housing (PPS3) which was published in November 2006.

Dear Sangeeta Sofat,
why am I paying for a copy of a document produced using tax payers
money - I've already paid. Are Labour trying to put people off
reading this failed policy document that sent house prices rising
at £100 per day and attempted to socially engineer us all into city
centre centre flats with no gardens or space for our children? Do
they want to hide who really caused house prices to inflate at
Zimbabwe levels because they simply didn't build what people want,
is that what the £8 is for.
There now! The wickedness of this document is public on a
publically accessible website for all to see withouy having to pay
the £8.

I would request an internal review - they have not actually answered your FOI request regarding the dates it was used as policy.
They are entitled to ask you to pay if it is "reasonably accessible by other means"
