Planning approval for Barley Fields estate

Dear East Cambridgeshire District Council,
I would like to make a request regarding the planning terms imposed
upon Cofton Limited, for the development now known as "Barley
Fields estate".
I reference the published minutes of the planning committee
(2.00pm, Thursday 5th June 2003), where the planning request for
development was approved with the following restriction enforced
via a section 106 agreement (sheet C14/11 section 10.1):
"provision of the link road from Mereside to The Shade to County
Council specification prior to occupation of the first dwelling at
the site"
1. Was this road completed to County Council specification?
2. Please send me a copy of the section 106 agreement which
completed approval of this planning application.
3. What sums were paid to East Cambridgeshire District Council by
Cofton Limited under this section 106 agreement, and what was their
purpose and eventual use?
4. What claims did East Cambridgeshire District Council make
against the receivers appointed for Cofton Limited, and what is the
current status of these claims?
5. Was condition 3 of the planning application approval met?
6. Please send me a copy of the approved details of the distributor
link road (as referenced in condition 3 of the above minutes).
7. Between the 21st May 2005 and 25th February 2009:
a) What enforcements were made with respect to the planning
application?
b) What legal actions have you taken with respect to the section
106 agreement?
c) Please send me copies of any communications between yourselves
and Cofton Limited regarding completion of the road.
