I believe you are an authority with planning responsibilities
(according to http://www.theplanningdirectory.co.uk/au...),
apologies if this is not the case.
Can you please let me know the following relating to planning
applications featuring a change of use from A1 (shop), under the
Town and Country Planning (Use Classes) Order 1987.
In the last 5 years:
1) How many planning applications have you received featuring a
change of use from A1?
2) Of those applications in 1, how many of these were
retrospective?
3) How many planning applications have you received from Starbucks
(or their representatives) featuring a change of use from A1?
4) Of those applications in 3, how many of these were
retrospective?

Planning applications featuring a change of use from A1 (shop), under the
Town and Country Planning (Use Classes) Order 1987.
Your request is being dealt with under the Freedom of Information Act
2000. Unfortunately due to a system malfunction the request has only
recently reached our department. We will endeavour to respond to you by
21 September 2009.

Planning applications featuring a change of use from A1 (shop), under the
Town and Country Planning (Use Classes) Order 1987
I apologise for the delay in responding to you, the information you have
requested is as follows.
In the last 5 years:
1) How many planning applications have you received featuring a
change of use from A1?
Our IT system does not record this specific data. Applications are
recorded as type "change of use" where the application is solely for a
change of use and no other building works, that in themselves require
planning permission, are involved. Where building works are also involved
then the application will be classified as to the proposed used of the
development, and not the existing use.
However, the requestor can interrogate the planning register on the
council's website by using the advanced search facility at
[1]http://planningonline.southwarksites.com....
This can be done by selecting "change of use" in the "statutory Class"
field for those applications where only a change of use was involved and
then "small scale retail" and then "minor retail" where there was also
building works involved. By entering a start and end date the person
requesting the information can limit the search to the period they want.
The descriptions of development can then be viewed to see which
applications are for a change of use from Class 1 retail.
2) Of those applications in 1, how many of these were
retrospective?
Our IT system does not record this specific data. By following the action
in 1 above the description will usually refer to "continued use" if the
application is retrospective.
3) How many planning applications have you received from Starbucks
(or their representatives) featuring a change of use from A1?
This information can be interrogated from the website as mention above by
entering the applicant's name in the "applicant name" field on the
advanced search.
4) Of those applications in 3, how many of these were
retrospective?
Our IT system does not separately record data on retrospective
applications but can be gleaned from the description of development having
identified applications in 3 above.
