Dear Mr Wiper,
Then Bolton council do not know what the enforcement contractors
are up to and appear to have no control over them, to this end
could you please ask the council to supply me with a copy of a full
years performance targets for CEO's for 2009, I know NSL do have
performance targets as I have been reliably informed by two CEO's
who are still employed by NSL that they do, if I know that they
have performance targets then the parking services managers should
also know.
The performance targets can be supplied by NSL the contractor for
civil parking enforcement who incidentally I am also reliably
informed also that they are paid from Bolton taxpayers council tax

Dear Bolton Borough Council,
Please pass this on to the person who conducts Freedom of
Information reviews.
I am writing to request an internal review of Bolton Borough
Council's handling of my FOI request 'Performance Targets'.
Bolton Council parking Services and others in the Council know that
the enforcement contractor NSL have performance targets for their
CEO's, these CEO's have informed me that they are subject to these
draconian performance targets, I would ask Bolton Council parking
Services to ask the enforcement contractor NSL to now divulge
details of the performance targets, please remember that NSL are
paid by the Taxpayers of Bolton who would be entitled to know how
their taxpayers money is spent and managed.

"The Commissioner finds that Bolton Council failed to provide an appropriate response to the complainant within the statutory time frame for compliance and has breached section 10(1) of the Act in failing to comply with section 1(1) within twenty working days."

FoIA Section 3 (2) (b) states :-
(2)For the purposes of this Act, information IS held by a public authority if—
(b)it is held by another person on behalf of the authority.
Therefore in this case Bolton council MUST provide the requested information if it is held on their behalf by another company such as NSL Ltd.
