Dear Sir or Madam,
Please could you provide me with a list of all performance-related
pay schemes in the public sector bodies for which your department
is responsible, with, for each scheme, the following information:
a) the categories of staff (i.e. job titles) to which the scheme
applies
b) the approximate numbers of staff in each such category
c) the categories of staff (i.e. job titles) to which the scheme
does not apply
d) the approximate numbers of staff in each such category
By "performance-related pay scheme" I mean both schemes where an
element of remuneration during each year is related to performance,
and schemes where the annual
increase in pay and/or benefits an individual receives in related
wholly or in part to their performance.
The Cabinet Office has kindly responded to a similar request in
response to the Civil Service, and advised that I contact HM
Treasury for all other public sector staff. HM Treasury, however,
advised that I contact each department, as they do not hold the
information centrally. You can view the correspondence relating to
these two requests at:

Dear Ms Davis,
With reference to your request received on 19 November 2008 about
performance related pay schemes in the public sector, the following sets
out the approach in the Department of Innovation, Universities and Skills
(DIUS).
Our latest population data (November 2008) shows a total of 850 posts
within DIUS. Of those, some 70 are in the Senior Civil Service (SCS) and
are paid under the arrangements set out by the Cabinet Office in their
response to you.
For the remaining staff, this has been the first year of DIUS pay
arrangements. For those people, all grades below the SCS, we have paid
performance incentives for the highest performers in the form of variable,
non-consolidated pay. That covers the performance period from the creation
of the department to 31 March 2008.
The Department also has a scheme to reward those who live the DIUS values
in the workplace. This is not a performance related scheme but focuses on
people who display the behaviours associated with our values: innovation;
collaboration and maximising talent.

If you are not content with the outcome of your complaint, you may apply
directly to the Information Commissioner for a decision. Generally, the
ICO cannot make a decision unless you have exhausted our complaints/review
procedure.
