Dear Sir or Madam,
According to an email received from Chris Highcock on 12 January
2009, the "service performance of the Council e-mail filtering
system is reported on a monthly basis to the Joint Management Team,
which is the governance body responsible for the operational
performance of the system. Summary performance reports, for IT
services generally, are submitted to an Elected Members Sounding
Board on a regular basis."
Under FOI legislation and rules, please provide all minutes of the
Elected Members Sounding Board and all reports submitted to the
same body between 1 September 2008 to the most recent.
In addition, please provide copies of reports pertaining to email
filtering performance submitted to the Joint Management Team for
the same period.

Dear Debbie Harkness,
(assuming that you replied on behalf of Simon Haston).
Thank you for the table attached to your reply, although it is not
clear how the data in the "clean" column were obtained. I also note
that the JMT does not seem to consider the incidence of false
positives or quarantined emails and how many of these are later
released and therefore seem to have no performance information
relating to the quality (and functionality) of the anti-spam
filters deployed.
I had also asked for minutes and reports submitted to the Elected
Members Sounding Board and you pointed me to the Council's Papers
Online page and the F&R Committee. Unfortunately, this seems to
lead not very far: for example, the F&R agenda for 27 January
refers to circulated minutes of the JCT (item 4), but the relevant
paper is not online. I have not been able to locate any minutes or
reports considered by the EMSB.
I therefore ask for an internal review of my request.
