A review of child protection work undertaken by Kent County
Council's
Children's Social Services was commissioned by a County Council
resolution on 12 December 2008. The review was in line with the
actions
called for by the Secretary of State in his response to the public
revulsion at the death of Baby Peter in Haringey in 2007.
The Council resolution called for the review to be carried out
under the
direction of the Chief Executive and independent of the management
of
the Children's Social Services and the Children, Families &
Education
Directorate.
The review was carried out by Martyn Ayre, Senior Policy Manager in
the
Corporate Policy Unit and Peter Thomason, an independent child care
consultant. Martyn Ayre is an ex social worker who has worked in
Social
Services for various local authorities for over 30 years until
2005.
Peter Thomason is a self-employed child care consultant, who is
registered with the General Social Care Council as a Social Worker.
Martyn Ayre is a current employee of Kent County Council. Peter
Thomason
has not been employed by Kent County Council since the mid 1990s.
Their first report was made in public on 12 February 2009 to the
County
Council's Children's Champions Board and can be found in full on

Although their findings were reassuring, the reviewers asked for
and
were given permission to carry out an extended case-file audit on a
much
larger sample of child protection cases in order to be able to give
greater assurance to their initial findings - or indeed discover a
different picture emerging from the bigger sample of cases.
The second report was made public on 21 July to the Children's
Champions

. This extended audit concluded that the child protection practice
in
Children Social Services is safe and that risk management is
robust.
Martyn Ayre is now working jointly with colleagues from a number of
other agencies who are represented on the Kent Safeguarding
Children
Board to assess the effectiveness of inter-agency working on child
protection. The outcome of this work will be reported to the County
Council in December 2009.

Thank your for your email.
Please supply the Council resolution to which you refer.
Please, also state the exact time Peter Thomason left as an
employee and all positions held, please state if he is a chairman
and/or sits on any boards connected with Kent County Council.
All positions held by Martyn Ayre, both previous and currently
within Kent County Council.
Is it correct that all 3 public servants come from social worker
backgrounds and have also worked with each other either in the past
or present?
Are the Public realistically expected to believe this review in any
shape or form could be considered independent; were the
requirements that it is supposed to be an Independent?
One could successfully argue that it runs along the lines of, the
Police , policing themselves or Kent County Council patting
themselves on the back.
Could you therefore also name the Councillor in charge of this
department/ review and supply their qualifications ; who is
ultimately responsible for children in their capacity as a
corporate parent ( all councillors are)and direct this request to
them personally for their comment and attention.
In particular, if they have had any complaints either verbally or
written in connection with this review, and by any councillor who
has had their grandchildren removed by Kent County Council.

Dear Childrens Social Services Legal Department,
In 2007,local authorities in England applied for 8,173 care orders.
7,624 orders were made. 336 applications were withdrawn, 290 "no
orders" decisions and 21 orders were refused.
In other words, the judgement of the social workers working for the
council was so good, they were only refused by the judge 21 times
(0.27%)
Can you please therefore state for the record, how many of the care
orders Kent County Council applied for in the family courts, were
approved or not ; show all records held, in both figures and
percentages on a yearly basis for all years retained.

We no longer hold records of Peter Thomason's employment as he left KCC
more than 6 years ago (in March 1996). He does not sit on or is chair of
any boards connected with Kent County Council.
Below is a list of all positions held by Martyn Ayre, both previous and
currently within Kent County Council:-
Start date 30 March 1987 - Community Mental Health Services Manager
1 August 1989 - Development Officer - Mental Health
1 August 1991 - Transfer from Care in the Community to the Planning &
Development Section with post being redesignated to Policy Development
Manager.
27 April 1992 - Acting Deputy Head of Section (Business Planning &
Emergency Planning)
1 April 1994 - Revised job title of Directorate Support manager
4 January 1999 - Secondment to Head of Asylum Team
31 October 2000 - Directorate Support Manager
7 January 2002 - Head of Policy & Service Standards (Adults)
8 February 2005 - Senior Project Manager - 3 year secondment to

Yes, it is correct that all 3 public servants come from social
worker backgrounds.
Obviously it would be impossible for someone with no working knowledge of
social services to conduct a review about social services operations, so
any review has to be conducted by a person with experience in that
field. If you have a complaint about the review, or its reviewers, then
you should follow the Council's complaint process or take the matter up
the the Local Government Ombudsman.
At the time the review was conducted up until late June, Leyland
Ridings was in charge of Children's Social Services. Mr Ridings is a
Chartered Accountant and has corresponding qualifications. The Cabinet
Member currently responsible for Children Families & Education is Sarah
Hohler who has over 20 years' experience as an elected member. Mrs Hohler
has an MA and both she and Mr Ridings have undertaken safeguarding
training. Neither has received any complaints regarding the review.
Mrs Hohler says that she cannot recall any email or a letter specifically
from Cllr Sheena Williams, the Maidstone Borough Councillor to whom
she believes you are referring to, although she received a phone call at
home, around Christmas last year, from a lady who may well have been Ms
Williams. The conversation lasted some time and when asked, the lady said
her local county council member was Paulina Stockell.
Whether a Care Order is approved or not is not recorded on our corporate
system (ICS). The Council would know how many Interim Care Orders there
have been and what they were followed by, i.e. a full Care Order, a
Placement Order, a Supervision Order, a Residence Order, or nothing at
all, etc but this is no indication whether a care order has been approved
or not. The Council does not believe it is appropriate to assume that the
answer to your question is a count of Interim Care Orders that were
followed by a Care Order or a Placement Order. As care proceedings
develop, the child's care plans are constantly reviewed, and new solutions
formed, so it may be the case that a Residence Order becomes the best
solution and is agreed upon as such by all parties. However whether this
could be categorised as "approved" or not, is subject to debate.

I have been ignored too. They must be uncomfortable with our questions. Maybe this is because they know, full well, that what they are doing is wrong. They are persecuting a family using vindictive and malicious assumptions with no evidence on which to base their abusive actions towards this family.

Its pretty clear to me that Kent are obsessed with care orders.
At the moment my Daughter has had a care order placed on her Baby,and if I didnt know better I would say the Council along with Social Services are hell bent on using as many excuses as possible to remove the baby.
They use the tactic of not giving anyone time to respond to anything...all designed to get the predetermined result they want.
Of course in doing so they cause inestimable damage to her mental state..but they dont listen to anyone once THEY have decided what the outcome will be.
This policy (Because make no mistake it is)...is devisive and disgraceful,its about time someone did some investigations into the key people behind this cover up concerning removal of children from parents.

Maybe they are having memory problems, as well as avoiding providing the figures you asked for. They dont seem to be overly keen on replying on time either and many are being ignored.
