Dear Sir or Madam,

Further to your "Notes from the public meeting - 23 April 2009,
were the negotiations(mentioned on your web page -
http://www.southribble.gov.uk/section.as...),
supported by any documentation? If the answer is yes, might they be
available for examination. Additionally, given the reactions and
assertions made by the College and representatives from the Leisure
Centre, I would also like to know the College's responses to your

Yours faithfully,

Dear Phillipson, Elizabeth,

Thank you for your email. I am a little puzzled by your reference
to the request being vague or that you required a more specific
request.

These remarks appear to contradict your subsequent statements that
the documents requested are subject to legal privilege (or
confidentiality) or that they require hours of work to elicit the
relevant documents pertinent to the request.

To this end could you please disclose all relevant information on
meetings and correspondence regarding the above subject, including
dates, attendees and agendas. Where information is subject to
privilege or confidentiality and cannot be disclosed - please
highlight these.
Finally, in the event of providing me with a similar reply - please
indicate when the decisions regarding Penwortham Leisure Centre
will be made public.

Yours sincerely,

Dear Joseph S,

Please be aware that we hold a vast amount of correspondence on this
matter. Some of it is correspondence attracting legal privilege, some of
it is confidential, some belongs to others and the rest amounts to a lot
of paperwork.

The task of sorting through this paperwork to determine what can and
what cannot be released to you would take up valuable officer time - we
estimate this time would be at least 20 hours and would cost us well in
excess of the appropriate limits set down for responding to Freedom of
Information requests under section 12 of the Act.

We are not trying to withold information from you or the public but
simply trying to establish what we can provide without incurring a
charge, breaking any confidences or otherwise supplying information that
we shouldn't release into the public domain.

Details of all our meetings are published on our website - I've enclose
a direct link to this function below.

Decisions regarding Penwortham Leisure Centre will be published as
appropriate but I cannot give you an exact date at this time as the
situation is still under consideration

If you have any further queries about this, please contact me. If you
are unhappy with the service you have received in relation to your
request and wish to make a complaint, you should write to me at the
address below or by e-mail.

If you are not content with the outcome of your complaint, you may apply
directly to the Information Commissioner for a decision.

The Information Commissioner can be contacted at The Information
Commissioner's Office, Wycliffe House, Water Lane, Wilmslow, Cheshire
SK9 5AF.

Best regards,

Elizabeth
