Dear Sir or Madam,

Under the Freedom of Information Act please supply the following:

It is on record (Grant Thornton letter to creditors dated 16th
November 2009, Appendix C) that PCC's decision to accept shares was
made on or before 16th November 2009 - two weeks before the secret
council meeting and spun out in the press on 1st December 2009.

1. What are the names of the PCC officials/ministers, who took the
decision to accept shares in place of repayment of the original
loan made to Mandaco 485 Limited - formerly Bluestone Leisure
Limited (in administration) with public money - prior to the secret
council meeting of 30th November 2009.

2. What is the timescale to realise PCC's 3% shareholding?

3. What is the precise value of this shareholding as of 16th
November 2009?

4. What class or shares are these and what covenants are attached
to them - eg. with regard to selling the shares?

3. When did PCC adopt its policy of investing public funds in
risky, unlisted startup businesses - and who took this decision?

3. Has the council lent any more public cash to Bluestone Resorts
Limited and if so, who agreed this, what are the terms of the loan
and how has the loan been secured?

4. Given that investments in shares are often taken in order to
benefit from dividend payments - what dividend policy has been
agreed with Bluestone Resorts Limited?

5. The amount loaned by PCC to Mandaco 485 Limited - formerly
Bluestone Leisure Limited (in administration) is understood to be
around £2m. Please provide details of:
(a) the individual councillor(s) responsible, the security arranged
for this original loan
(b) the repayment terms and the interest rate charged.
(c) details of exactly how much of this original loan was repaid
back into the public purse.
