Dear S John
Ref: T9256/8
Thank you for your response
The reason the Home Secretary was contacted was because of the action taken by John Stevens (Met Police) in apparently quashing an investigation which may involve criminal conduct by government ministers/personnel and/or senior Privy Councillors and/or personnel in Gibraltar (effectively the F&CO)
I copy below the text of an early letter to Jack Straw from which you should be able to locate your necessary files? I would be pleased to supply any further information should you require it
No meaningful response from any government office has been received
Sincerely, David Schiller

Jack Straw, MP Home Secretary House of Commons SW1A OM
22nd February 1999
Dear Mr Straw
PC Appeal No 70 of 1997: Perverting the Course of Public Justice
I was interested to hear of your recent encouragement to members of the public to take a more active role against low level crime
I do not know whether the matter I now outline is of interest to you or whether you may be able to offer any advice or assistance but if you can it would be appreciated; I cannot think of a much lower level to which crime could sink than demonstrated by what follows:-
Having taken some 5 years for an action to reach the local court of appeal and be granted leave to appeal to the Privy Council the appeal was stifled by the imposition of a condition with which it was known I could not comply
An application to Her Majesty for special leave to appeal was therefore made and granted in 1996 and thc appcal sct down for and hcard in Junc last ycar
The Respondent did not file a case within the time limits and therefore the rules required the appeal to be set down ex parte; it was not nor did the Respondent give notice that an appearance had been entered in the proceedings, also contrary to the rules
Subsequently a case was filed by the Respondent which included three affidavits by way of evidence which were accepted by the Law Lords and on which they relied in advising Her Majesty to dismiss the appeal. The affidavits are manifestly untrue and perjurious
The respondent Attorney General had never filed evidence in any of the proceedings below and that filed would, if it had been true, have been available at the outset; the rules and accepted practice prohibited it from being filed in the judicial committee appeal
Proceedings in Gibraltar for perjury and perverting the course of public justice against the various persons have been and are being stifled (eg the Magistrate has refused to take my Oath laying information against the Attorney General, surely an act unheard oft)
The Crown Prosecution Service have confIrmed to the Metropolitan Police that jurisdiction for an offence in proceedings in the Privy Council lies in the UK but to date no visible action has been taken by the Police to properly investigate
The Foreign Office who have been involved with the proceedings from the start have been asked to investigate allegations of criminal acts by the Governor, the Attorney General and others but are using the excuse that they will await the outcome of the Metropolitan Police investigation before replying
I could be waiting until jurisdiction moves to Madrid! Sincerely D A Schiller
Yours sincerely,
Home Office
