reference. Having completed my enquiries I am able to respond as follows:
Please disclose invoices rec'd from Common Purpose during the last two
financial years.
Essex Police have paid 2 invoices to Common Purpose as follows:
* paid 05 06 08 for the amount of £3,407.50
* paid 13 11 08 for the amount of £4,112.50
Please disclose Emails between Andy Bliss & Common Purpose during the last
year.
As you may know the Freedom of Information Act requires Public Authorities
such as Essex Police to provide "information held" but not necessarily
copies of documents such as emails - as requested by you.
I have therefore added below to text of emails held by Essex Police
between DCC Andy Bliss and Common Purpose. As you will see these have been
edited in line with s40 of the Act with regard to Personal data contained
in those emails.
For that editing this applies: In accordance with section 17 of the
Freedom of Information Act 2000 (FOIA), this response serves as a formal
notification of refusal of your request on the grounds that the exemption
given at section 40 (2) (Third Party Personal Data) applies.
To clarify, to provide information which constitutes an individual's
personal data (information that identified them as a living individual)
would be in contravention of that individual's rights under the data
Protection Act 1998.
Disclosure of this information will breach principles 1 and 2 of the Data
Protection Act. These principles require personal data to be: 1) processed
(defined to include 'obtained') fairly and lawfully and 2) obtained only
for specified and lawful purposes and not processed incompatibly with the
specified purposes.
'Data subjects' are provided with certain legally enforceable rights under
the Data Protection Act 1998. The fact that the information is held for
lawful policing purposes, disclosing it onwards would breach the
principles, and would be incompatible with the data subject's right that
their data is held securely. By disclosing this information, the force
could be subject to enforcement proceedings under the Act if it breaches
any of those principles. For example, the 'fairness' of any disclosure of
personal data would be whether the disclosure would cause unnecessary or
unjustified distress or damage to the person whom the information is
about.

I have just spoken with s40 FOIA applies who mentioned that if you could
come to this meeting it would be great as it might give you the chance to

I spoke, a few days ago to s40 FOIA applies who very helpfully updated me

s40 FOIA applies , Managing Director has been doing a lot of work with
advisory groups over the past year and as a result of this work she has
identified that many advisory group members feel they want more info about
Common Purpose from the centre so s40 FOIA applies has requested that we
invite our advisory group chairs to a meeting that she will also attend to
update you and answer questions. Such a meeting ran last year and very
positive feedback was received from it so we are keen to run this again
this year.
It will be a great opportunity to meet other chairs from the other regions
which include Kent, Sussex, Essex, Berkshire, Basingstoke, Milton Keynes,
Bedfordshire and Surrey to network and talk about key issues and
challenges. Representatives from London will also attend the meeting.
Therefore, we would like to invite you to attend the meeting which will be
held in central London (venue TBC) and will take place from 10.30am -
1.30pm and will include a working lunch. The following dates have been
identified as possibilities for the meeting so please could you let me
know your availability for this as soon as you can so we can identify the
best date for everyone and get this in the diary.

Dear Advisory Group Members,
Further to my last email update in January, I would like to thank you for
your continued support of Common Purpose. As you know, following my
initial email `straw poll' we decided to put in place arrangements to
bring together a participant group for another Suffolk / Essex programme
this spring 2009.
Since that time, we have made some progress with contacting potential
candidates and a range of organisations who had initially expressed some
interest. At this stage it is fair to say that the levels of firm
applications / expressions of interest haven't been as forthcoming as our
earlier work suggested. Whilst we do have 4 potential candidates, this is
some way short of the minimum numbers we would need for a viable learning
group.
Having discussed the situation with the Chair of the Essex Advisory Group,
Andy Bliss, we took the view that it would be sensible to check in with
the other Advisory Group members, to establish whether there are likely to
be any further candidates / nominations emerging. In the absence of
further applications coming through, my recommendation, in consultation
with Andy, is that we regretfully postpone the Suffolk / Essex programme
for the time being. If this is the case, then I would suggest we also
postpone the Advisory Group meeting that has been scheduled for April -
since this was primarily for the purpose of approving applications.
Please would you let me know by return whether you had any plans to
progress an application for yourself / your nominee? I will then confirm
by the end of this week whether we do have sufficient expressions of
interest in order to go ahead with the programme at this time, or whether
we shall postpone the programme and the Advisory Group meeting.
Please do not hesitate to contact me if you would like any additional
information at this stage, or to progress an application for yourself /
one of your team.

s40 FOIA applies has suggested I contact you to ask if you would be kind
enough to help Common Purpose as part of our reputation management work.
You may be aware that a very small group of people are making some
strange, untrue, and in some cases defamatory, claims about Common
Purpose. We largely ignore these claims, although due to the way they link
to each other, these sites are appearing high in Google rankings.
This campaign was examined as part of a BBC Radio 5 Live programme that
was broadcast on 8 March 2009. As a result, we anticipate increased media
interest in Common Purpose over the next few weeks and we would like to
use this opportunity to highlight the positive impact that our programmes
have on those who take part in them.
Should we be contacted by the media, I was hoping that you would consider
speaking to the media about how you may have benefitted from participating
in a Common Purpose programme. This would be on a case-by-case basis and I
will contact you for permission before putting any journalist in touch
with you.

and WHY are they paid such large sums of money? for WHAT?
