Dear Sir or Madam,
On 11th August 2009 the Verus Pay By Phone system was down and
nobody was able to pay to park in Westminster - see
http://nutsville.com/?p=908 for details of the problems
1-How many times has the Pay By Phone system been unavailable for
use (due to problems with Verus systems, telephone systems, BT
infrastructure or any other reason)
2-For each of these outages, how long were people unable to use the
system?
3-For each of these outages, how many parking tickets were issued?
4-For each of these outages, how many of these tickets were
cancelled?
5-For each of these outages, how many tickets were issued in the
hour following the system being usable again?
6-What is the WCC policy on challenges to parking tickets during
these outages or the hours after the system coming back up?

I note you have yet to reply to this Freedom Of Information request
despite the 20 days allowed for a response having passed
I also note this is NOT the first time WCC have failed to meet
their legal requirements regarding FOI requests
As such I am requesting an Internal Review to:
a) Obtain the information I requested
b) Let me know why this FOI request was not responded to within the
20 days specified by law
I expect a response to the Internal Review within 20 days

Thank you for your PARTIAL reply;
1-I asked for a list of ALL the times the system was unavailable
for use, you have only provided the times it generated PCN's.
Please provide the times it was unavailable for USE as I requested
2-For each of these outages, how long were people unable to use the
system?
5-I asked "For each of these outages, how many parking tickets were
issued?" I believe the figures you have provided are for the first
hour of the outage, I am asking for the first hour after the
service was restored. Please check these figures
6-I asked "What is the WCC policy on challenges to parking tickets
during these outages or the hours after the system coming back up?"
but I do not see any answer to this question

I am writing to request an internal review of Westminster City
Council's handling of my FOI request 'Pay By Phone outages'.
A full history of my FOI request and all correspondence is

I received only a partial reply to my FOI request and since
replying asking for clarification, I have not received any
acknowledgement or reply
To clarify, I sent the following to you on 19th September 2009
