parts of Kings Heath where tarmacadam was previously applied.
Residents suggest this has been ongoing for at least two years but
is unclear. Certain streets have not been completed.

1) Please list those streets whose pavements have already been
resurfaced.

2) Please list thoses streets that have yet to be completed.

3) Please provide the name or reference number of this project and
the overall cost incurred thus far and monies available to complete
the project.

FREEDOM OF INFORMATION REQUEST

I am writing in respect of your request under the Freedom of Information
Act 2000 for the following information:-

A black slurry repair has recently been applied to pavements in parts of
Kings Heath where tarmacadam was previously applied. Residents suggest
this has been ongoing for at least two years but is unclear. Certain
streets have not been completed.

1) Please list those streets whose pavements have already been

I can provide the following in response in response to your questions:

The roads listed below are from the Moseley and Kings Heath Ward.

Resurfaced (part or all) Slurry Seal

Billesley Lane Oxford Road
School Road Blenheim Road
Trafalgar Road Tudor Road
Maypole Lane Leighton Road
Colemore Crescent Farquhar Road
Alcester Road Valentine Road
Wake Green Road (part) Silver Street
Howard Road East Goldsmith Road

resurfaced )

Cambridge Road Springfield Road
Wake Green Road ( part )

The entire ward is a potential reconstruction/slurry seal site. There is
no fixed list of streets, for maintenance works as due to many variables
some streets deteriorate faster than others. The footway work is carried
out on a needs basis with a mixture of proactive (slurry seal type) and
reactive (reconstruction type) works. The whole of the city is looked at,
each year, and a programme is drawn up.

The budget for footway works, (all of Birmingham), is **4.5 million, with
the 2009/10 budget fully committed. Approximately **0.5 million was spent
on slurry seal and the rest on reconstruction type works.

Slurry seal is an important tool for extending footway life, and is
approximately 1/8th of the cost of reconstruction, and can last between
5-10 years.

If you are unhappy with the handling or the outcome of this request, you
are entitled to make a request for an internal review / appeal, such view
to be undertaken by Council officers not involved in the handling of your
request.

Dear Sir or Madam,

Thank you for the response.

1) With regard to the list of streets provided, residents along
Westfield Road, Kings Heath, insist their road has been resurfaced
and visual inspection supports this. Can you please indicate why
Westfield Road isn't on your list along with any others omitted.

2) You have not answered Question 2 of the original request. Could
you please supply more exacting criteria that defines the basis of
any resurfacing and in doing so, please identify those streets that
are yet to be resurfaced.

3) Can you please identify the person, persons, committee or group
responsible for deciding which pavements are to be refurbished such
that the appropriate people can be contacted.

I refer to your emails dated 18/11/2009 and 19/11/2009. Please find
enclosed response to your additional enquiries.

1) When works orders are placed sometimes several streets are included in
one area. The works order may say for example "York Road", but on site
York Road, Grange Road and others will have been included.

Our Strategy Engineer visited Kings Heath briefly and noted several other
sites in addition to the list that was sent previously, that have had
footway works carried out.

Highbury Road
York Road
Westfield Road
Grove Road
Tenbury Road
Hazlehurst Road (part)
Springfield Road (part)

2) The footway network is divided into several categories dependant on
usage. There is no exact criteria for the selection of a footway scheme,
the only exception to this is in very high use areas such as shopping
centres and high streets, where a detailed visual inspection is carried
out every 2 years with the number and type of defects recorded every 20m.
This produces a score and the sites are then prioritised. The general use
footways are inspected for defects each year, and any areas of concern are
passed to the design team engineers for further investigation. Each Ward
is looked at and a city wide plan is drawn up. At present I can not give
you the planned footway works list for the next financial year as this
will be drawn up by the PFI contractor. There will be a major cash
injection for maintenance works over the next 5 years

3) For Highway maintenance enquiries please call 0121 303 6644, because
BCC Highways is about to transfer to the preferred bidder, I do not know
who will be responsible for your area. This information will be ready by
April 2010. Until that date the area engineer for Kings Heath is Robert
Hunt
