Could you please disclose the following regarding Patrick Balchin
(ICT User Impact team and Critical Communications Supply Policy
team, and previous Departmental roles)?
All meetings regarding Deep Packet Inspection for advertising
purposes, including, but not limited to, those involving Phorm Inc.
Please disclose pre-meeting correspondence, agendas, minutes, those
attending and follow-up correspondence.
All other written correspondence regarding the same subject.
All other e-mail correspondence regarding the same subject.
All telephone discussions regarding the same subject.
All records of verbal communications regarding the same subject.
Any other records, including diary items, that would be of interest
to a UK citizen investigating The UK government response to said
subject.

Thank you for your email of 2 May 2009 and your request for the following
information relating to Mr Balchin.
* All meetings regarding Deep Packet Inspection for advertising
purposes, including, but not limited to, those involving Phorm Inc.
Please disclose pre-meeting correspondence, agendas, minutes, those
attending and follow-up correspondence.
* All other written correspondence regarding the same subject. All other
e-mail correspondence regarding the same subject.
* All telephone discussions regarding the same subject. All records of
verbal communications regarding the same subject.
* Any other records, including diary items, that would be of interest to
a UK citizen investigating The UK government response to said subject.
I am sorry but we are unable to comply with this request as the effort to
administer your request would exceed the limit prescribed by Section 12 of
the Freedom of Information Act. This is £600, which represents the
estimated cost of spending 24 hours in determining whether the Department
holds the information, and locating, retrieving and extracting the
information. Above this, we are not obliged to comply with a request.
If we consider the second part of your request, "all written
correspondence including emails", this in itself would require a search of
any communications both internal and external which may contain
information, relating to Deep Packet Inspection, written by Mr Balchin.
In addition, as you have not provided a timeframe, these searches would
have to be carried out over an unlimited period where he may have been
involved with work related to this subject matter. This, along with the
others parts of your request, we are satisfied would exceed the costs
limit.
However, if you were able to revise your request it will be reconsidered.
When attempting to revise your request you should take into consideration
timeframes and types of documents. This may help you revise your request
within the cost threshold. For instance, do you want copies of any
previous FOI responses written by Mr Balchin, as these would fall in scope
of the request. Although we are happy to consider any request further,
there is no guarantee that we will be able to comply.
With regards to the final part of your request, BERR is unable to
determine what would be "of interest to a UK citizen". The onus is on the
applicant to ensure that they set out clearly the information they want.
Therefore, if you decide to revise your request, then you will need to
clarify this point.
