Dear Sir or Madam,
Please could you supply me with the following information:
1. Physical details of the photo template used by Post Office staff
for their "Check & Send" service, which checks whether photographs
meet I&PS standards.
2. Training material given to Post Office staff on how to use the
template.
3. Regarding photos rejected by the I&PS, please supply the full
list of reasons for rejection, and for each provide details on:
A. whether measurement or assessment is carried out by a person or
a computer software program.
B. whether measurement or assesment methodology is subjective or
objective.
C. what physical measurements are carried out and what the ranges &
tolerances are for pass/fail.

Thank you for your email response of 11 April regarding my FOI
request on passport photos. I would like to clarify & request
further detail.
# Post Office Templates
I was hoping you could give me full physical details for the
template, including size measurements of the laminate graphic - ie
provide the actual minimum/maximum head sizes & location of where
eyes should be as this information is not provided in the photo
advice leaflets provided to the general public or photographers. It
might be easiest if you could email a scale CAD drawing / diagram
or similar of the laminate section of the template.
# Physical Measurements
You state in the answer for 3(c) that the only physical
measurements you make are the size of photograph itself and the
number of pixels between the eyes. However you also state in 3(a)
that the computer system looks "for various reference points from
the face and requires a certain number of pixels between these
points to create the biometric image" - there must be some
measurements here? Please could you therefore provide a full
technical specification for these biometric measurements, including
number of pixels counted, what the points of references are, how
the computer system detects them, as well as the resolution the
photo is scanned in at.

incomplete first response.
Guidance from the Information Commissioner states that "it is good
practice to let applicants know when they might expect a full
response". If you need more time due to applying the Public
Interest test, you are obliged to let me know the expected date for
reply as soon as possible via a Refusal Notice (FOIA S17(2)).

Thank you for your reply. I'm disappointed that you are still
unable to provide the detailed information I have requested.
1. Provision of electronic version of Post Office photo template
You have confirmed that you hold this information. Please send me
the information requested as required under Section 1 of the
Freedom of Information Act, otherwise issue me with a Exemption
Refusal Notice.
If you are relying on the latter please let me know which exemption
under the FOI Act you are relying on, and when you expect to
publish the template on your website.
2. Provision of technical specification for photo measurements
i) Please confirm or deny whether the IP&S holds the information
requested. Bear in mind that I have not asked for details of the
ISO Standard itself, I requested a technical spec for IP&S's
implementation of the ISO Standard.
ii) Either send me the information requested or issue me with a
proper refusal notice specifying which exemption under the FOI Act
you are relying on.
