Peter Offen made this Freedom of Information request to Worthing Borough Council

The request was successful.

From: Peter Offen

22 October 2009

Dear Sir or Madam,

How many 'Conditional Acceptances' have you recieved since NCP have
taken over the parking regime in Worthing?

FYI

A conditional acceptance is where, having received and offer
'parking ticket' the car owner accepts your offer to pay you £25.00
on conditon you supply them with the contract they signed and the
invoice to go with it?

What contract and what invoice?
Do check the internet for clarification if you need to -
www.thinkfree.ca for example.

Yours faithfully,

Peter Offen

Dear Mr Offen,

Job Number: 29026

Further to your request for information under the Freedom of Information
Act.

You asked How many `Conditional Acceptances' have you received since NCP
have taken over the parking regime in Worthing.

Firstly can I clarify that it is NSL Services and not NCP who perform the
parking enforcement process. This has been in effect since 10 September
2007. Since then, 30,683 Parking Control Notices (PCN's) have been paid
at the discount rate. This information is also available on a yearly
basis in the Annual Report on our website - [1]www.worthing.gov.uk on the
page relating to Paying a Parking Ticket (PCN). [2]Parking Enforcement
Annual Report 2008-2009

I hope this information is useful to you. If you are unhappy with the way
your request has been resolved then you may ask for an internal review of
this decision by writing to: Jeremy Cook Executive Head of Legal Services,
Worthing Borough Council, Town Hall, Chapel Road, Worthing, West Sussex,
BN11 1HA. He will then arrange for the case to be reviewed.

In addition, you can complain directly to the Information Commissioner in
accordance with Section 50 of the Act. The Information Commissioner can
be contacted at: The Information Commissioner's Office, Wycliffe House,
Water Lane, Wilmslow, Cheshire

SK9 5AF. However please note that he would normally expect that any
internal review procedures would be exhausted prior to contacting him.

This response is personal to you and no consent to publish it, for
instance on a website, is given. Any application for consent to re-use
information will be considered under the Re-Use of Public Sector
Information Regulations 2005, but if consent is given a charge may be made
to you.

If you have any queries about this letter, please contact me. Please
remember to quote the reference number above in any future communications.

Yours sincerely

This doesn't seem to answer the question. The request was not for the number of tickets paid at the discount rate, but for the number of Conditional Acceptances, which are something different.

NSL Services Ltd sets targets for traffic wardens, requiring them to issue a certain amount of parking tickets each day or face disciplinary action. See http://nutsville.com for details (you need to look at some of the older posts).
