Please provide an XLS (not XLSX) Spreadsheet which contains details of the income from and expenditure on onstreet and offstreet parking and traffic provision and enforcement over the past 20 years.

1991 Financial Year
Each year 1992-2009
Current financial year to end Dec 2010

In each case for 1991-2009, data is wanted to cover the appropriate financial year.

Column Headings:

1 - TOTAL PROFIT (or LOSS)
2 - TOTAL INCOME
3 - TOTAL COSTS

4 - ONSTREET INCOME TOTAL
5 - ONSTREET PARKING CHARGE INCOME - parking meters or pay & display meters
6 - ONSTREET PARKING PERMIT INCOME - permits + miscellaneous charges, eg dispensations
7 - ONSTREET PARKING ENFORCEMENT INCOME - 2 sub columns, 7a numbers of parking penalties issued + 7b actual income received
8 - ONSTREET TRAFFIC ENFORCEMENT INCOME - 2 sub columns, 8a numbers of moving traffic penalties issued + 8b actual income received
9 - TOTAL ONSTREET PARKING COSTS

10 - TOTAL NUMBER OF ONSTREET BAYS where some payment or permit is required
11 - NUMBER OF ONSTREET BAYS where parking charges apply
12 - NUMBER OF ONSTREET BAYS where permit parking is permitted

13 - OFFSTREET INCOME TOTAL
14 - OFFSTREET PARKING CHARGE INCOME - parking meters or pay & display meters
15 - OFFSTREET PARKING PERMIT INCOME - permits + miscellaneous charges, eg dispensations
16 - OFFSTREET PARKING ENFORCEMENT INCOME - 2 sub columns, 16a numbers of all penalties issued in car parks + 16b actual income received

22 - DISPOSITION OF OFFSTREET PROFITS - use made of largest part of profit

It is anticipated that some of the numbers in rows in columns will be zero before the council took over enforcement

It is anticipated that the numbers in rows in column 10 and 18 will be less than 11+12 and 19+20 respectively if some bays are shared use

By "where parking charges apply" is meant places where the general public may park on payment of a charge

By "where permit parking is permitted" is meant places where specific persons, eg residents or businesses may park on obtaining in advance some kind of permit. Normally this would be for a period of many days, but would include residents or business vouchers for their visitors.

It is anticipated that the numbers in rows in column 2 will be column 4+13
It is anticipated that the numbers in rows in column 3 will be column 9+20
It is anticipated that the numbers in rows in column 4 will be column 5+6+7b+8b
It is anticipated that the numbers in rows in column 13 will be column 14+15+16b

Please add a note of explanation should this not be so.

Please add columns if necessary to include other sources of income or costs, eg if the council contracts out or acts as a contractor

Parks and is then spent on highways maintenance.

I added an earlier annotation to your F.o.I request.

I've now seen the detailed reply from Mr Weston which has left me puzzled - and not just by the formatting, but by the information that Haringey:

" . . . do not hold information in relation to On Street spaces that you have requested."

If we can try to assist each other in obtaining information on this, please let me know. Especially as one justification given for increasing charges has been concern about the income from CPZs to the total Parking Account surpluses in Haringey.

It took Haringey 5 weeks to provide this data, which is publicly available on their website for months in the form of the Haringey Parking Annual Report 2009/2010. But a close look at the figures for 2009/10 provided in the FOI, DO NOT MATCH that which is published in Haringey annual report.

PCN income: in the foi is £7,309,000 and in the annual report it is  £7,310,00.
A discrepancy of £1,000

Car Park income: in the foi is £445,000 and in the annual report it £508,000.
A discrepancy of £63,000

So which version of reality is correct?
