Parking on pavements: Fixed penalty notices issued

Please supply me with the number of fixed penalty notices issued by
Merseyside Police for the offence of parking on the pavement. In
particular, I would like to know the figures for Wirral Police for
each of the years 2004, 2005, 2006, 2007 and 2008, and for the
first 6 months of 2009.

Thank you for your application for information dated 30/07/09, received by Merseyside Police on 30/07/09. I note
that your are seeking information relating to:
Fixed Penalties Issued For The Offence Of Parking On The Pavement
Your request will be dealt with under the terms of the Freedom of Information Act 2000 and will now be considered.

You asked about parking on footways. There is only one offence of parking on a footway, in the UK which is in the Road Traffic Act 1998 : -
Section 19 Prohibition of parking of HGVs on verges, central reservations and footways
(1) Subject to subsection (2) below, a person who parks a heavy commercial vehicle (as defined in section 20 of this Act) wholly or partly—
(a) on the verge of a road, or
(b) on any land situated between two carriageway and which is not a footway, or
(c) on a footway,
is guilty of an offence.
Whilst you may not have had large vehicles in mind, you should have been given a response as this is specific to your question.
In addition to the Unnecessary Obstruction offence, what about wilful obstruction, another Fixed penalty offence, and indeed for most of the time you refer to in Wirral, unlawful waiting offences (double/single yellow lines) were enforce by police and would have been used in respect of cars parked on the footway alongside yelllow lines.
A proper answer to your question therefore is the statistics for the section 18 RTA 1998 offence and then a section 12 cost exemption, referring you to all the possibilities not just to one!
