Dear Lambeth Borough Council,
I made a Freedom of Information Request on 9 January and sent a
reminder on 12 January as I have still not had an acknowledgement
or reference number which I understand is the normal process.
My request was as follows:
1. Please state the amount of revenue received (including part
payments) for moving traffic contraventions during 2009
2. Please state the amount of revenue received (including part
payments) for parking contraventions during 2009
3. Please state (a) the total number of PCNs issued and (b) the
number of PCNs subsequently cancelled for moving traffic
contraventions during 2009

during 2009

I write further to your Freedom of Information Request to the London
Borough of Lambeth, received on 14 January 2010.
You have requested the following information pertaining to Penalty Charge
Notices (PCNs) issued in Lambeth. Please find the answers to your
questions below relating to the period 01 January 2009 to 31 January 2009:
1. Payments received (inclusive of part payments) for moving traffic
contraventions is -L-1,490,386.86.
Please note that CCTV Smart Cars enforce the majority of moving traffic
contraventions. However there are some static cameras located within
Controlled Parking Zones (CPZs) with the purpose of enforcing
contraventions such as entering a box junction.
A PCN is issued to an appellant following confirmation of vehicle
ownership details with the DVLA. If no payment or formal representation is
received the PCN escalates to Charge Certificate stage.
2. Payments received (inclusive of part payments) for parking
contraventions is -L-7,539,094.90.
Please note that this figure reflects revenue received from PCNs issued
on-street by patrolling Civil Enforcement Officers (CEOs) throughout the
borough, both inside and outside of CPZs.
3. The total number of moving traffic PCNs issued is 32,212, of those
3,776 were cancelled.
4. The total number parking contravention PCNs issued by CEOs is 159,968,
of those 32,688 were cancelled.
5. The total number of postal PCNs issued is 59,885, of those 4,946 were
cancelled.
Please note this figure incorporates parking enforcement of bus lanes and
all other contraventions enforced by CCTV in the borough, which do not
come under the remit of moving traffic.
The payments received (inclusive of part payments) for bus lane and other
CCTV contraventions is -L-2,648,108.03. Unfortunately we do not have the
resources to provide individual figures for each CCTV camera in the
borough.

Dear Mr Chandler
You were sent a response to your original request on 3rd of February by
my colleagues in Parking Services which I attach for reference if
necessary.
Unless Parking knows different, we have no record of receiving any
subsequent FOI request from you. To be received by the council an FOI
request must be sent by email, letter or fax to the council.
We do not monitor message postings on the "whatdotheyknow" site, nor are
we required to by law, and any intended requests that might be posted
there (but not forwarded to us) would not be legally received by the
council. Similarly, if a request is sent by you but not received by us
because it goes astray in transit (for example due to internet technical
problems or industrial action at the Royal Mail in the case of
traditional post).
As we do not know your supplementary question we would need to be sent
it again in order to answer it. This would then be handled as a new
request unless it can be demonstrated that it was previously received by
us.

My comment on your recent emails following on from your previous answered
request FOI 124213
I only monitor the central FOI mailbox [1][Lambeth Borough Council request email] and obviously
my own email inbox and do not have access to other officer's email unless
they choose to forward messages to me. There are about 4,500 staff at
Lambeth and emails could be received by any of them. If my colleague
Vanessa Emanuel confirms previous receipt of this request then we could
technically backdate the receipt date to whenever she received it. However
given that we are starting now rather than then, this would not
necessarily mean that it would be feasible in practice to meet an earlier
deadline.
We encourage information requestors to send their requests to our
preferred central email address so as to provide corporate visibility for
acknowledgement and progress chasing of FOI caseload. Answers are normally
provided directly to the requestor by the relevant department depending on
the subject matter. However where requests are wide ranging central
monitoring also allows allocation to multiple contributors so that
composite answers can be collated from across the organisation.
